Hurry feature doesn't work

I have Civ 4 with the 1.61 patch. I have universal suffrage but the ability to hurry production by paying for it is usually disabled. Every once in a while, I can hurry a production, but most of the time I can't. I have plenty of money.

If this isn't a bug, what other conditions besides having universal suffrage and money are required to hurry a production along by paying for it?

Maybe you need more money than you have? It might be different in vanilla, I only play BTS.

Try to hover on the hurry button when you can't hurry a item. It will tell you exactly why you can't hurry that item...

But GGrachus is probably right: you might have not enough cash

You also ought to upgrade to the last vanilla CIV patch 1.74. It is free and you can download it from the forums.
