I Can't Change Civics

I noticed that in Beyond the Sword and its mod, Fall From Heaven 2 34, I can't change civics except when I first discover the technology to change to that civic. I looked up the civics section of civilopedia and they don't give the benefits for the civics. They only have the Upkeep.

Uh, I'm unsure how to write this problem down in the format needed to report bugs.

1. Turn on Beyond the Sword.
2. Go to Civilopedia.
3. Go to the Civics section.
4. There's almost nothing there but the Civic name and upkeep.
