I don't really understand Civil Engineers

Can somebopdy please help me with civil engineers? Apparently, they are supposed to produce two shields. I recognize that sometimes these shields get lost to waste (or is it corruption. Sorry, I get hem mixed up). So clearly, if there is a lot of waste, a policeman is better.

However, I often have cities with no or very little waste, but when I try getting a civil engineer, I get no extra shields. It does not increase the waste number also; they just don't seem to work.

This phenomenon appears to happen with larger cities. Does this happen to other people? Is there a way to tell when it will happen?

They always produce 2 uncorrupted shields iff you are making structures. They produce none if you are making units.
 
The two shields a civ-eng produces are NOT displayed in your shield display -- they are displayed under the civ-eng. If the shields are not being produced (i.e., you are producing a unit), then the shields will not be displayed. Of course, the shields are not displayed in the F1.
 
And if you're trying to get a few extra shields while starving that city, it won't work with CEs. The pop is reduced before the shields from the CEs are applied, and when the city changes population it resets the workers. :(

Hey, I didn't know that. Thanks for pointing it out! It brings to mind a follow up question: Does commerce from taxmen/scientists count? What about the reduce corruption effect of the policemen?

I not sure but I read somewhere, that the beakers or gold from scientists/taxmen are added even if the population is starving.
