The U.S.S.R. reluctantly makes the decision to align with the Allies in this world war. Although we have no desire for war with either of the Axis powers now or in the future, we have but no choice but alignment to assure our own security, and our concerns have culminated in the Treaty of Warsaw, which will protect Poland and Greece from Axis agression.
The cosignatories, which include representatives of the Soviet Union, Britain, France, Poland, Greece, the United States, and Canada, have agreed upon the following terms (among others which will remain secret):
- Poland is now an official protectorate of the Soviet Union:
1) Any attack on a Polish city by Axis or Minor Axis forces will result in the U.S.S.R. declaring war on the party(ies) who attacked.
2) Any attack on a Polish unit which is within Poland's borders (see attached pictures) by Axis or Minor Axis forces will result in the U.S.S.R. declaring war on the party or parties who attacked.
3) If any Axis or Minor Axis units cross the border into Poland, the U.S.S.R. will declare war on the party or parties who infringed on that territory. Although troops are not allowed across the borders I will define, Axis cities may use any land squares which are accessible to their cities but lying in Poland.
4) Polish-built Minor Allied units are not allowed to attack the Axis in any way; they are only to be for defense. Likewise, non-Polish Minor Allied units are not allowed to attack the Axis from Poland.
- Greece is now an official protectorate of the Soviet Union:
1) Any attack on a Greek city by Axis or Minor Axis forces will result in the U.S.S.R. declaring war on the party or parties who attacked.
2) Any attack on a Greek unit which is within Greek borders (see attached picture) by Axis or Minor Axis forces will result in the U.S.S.R. declaring war on the party or parties who attacked.
3) If any Axis or Minor Axis units cross the border into Greece, the U.S.S.R. will declare war on the party or parties who infringed upon that territory. Although troops are not allowed across the borders I will define, Axis cities may use any land squares which are accessible to their cities but lying in Greece.
4) Greek-built Minor Allied units are not allowed to attack the Axis in any way; they are only to be for defense. Likewise, non-Greek Minor Allied units are not allowed to attack the Axis from Poland.
- Soviet troops soon will begin to gradually occupy some, but not all, of the cities of Poland. Greece, meanwhile, will be considered an independent nation and will not be occupied.
- As should already be obvious, the Soviet Union will be neutral toward Axis agression against France, Britain, and their colonies.
Hopefully this is clear. Hitler may ask any questions he may have, and we all hope that he will comply and not commit to an unwinnable death struggle with Mother Russia over the useless buffers of Poland and Greece.
