1. Does Livy's list mean anything? Sometime's my civ isn't even on it.

Don't take the list too seriously. If there is a tie you are always listed lower.

I once met a civ listed at the top of the list for advanced, while I was pathetic, and we both had techs to trade to each other.

The same goes for happiness, wealth....etc.
