You can change it by starting a custom scenario.
i think it would be more realistic, considering in real life countries fought over just a few km or even m. plus that way if you want a tile because it's strategical or something like it you'll have to fight over it, in real life borders never changed because you built a wonder.
EDIT :
Well, i done one in LoR mod, with RFC map, i would suggest using this one, because LoR is older and has less bug than CCV (both are great mods, but CCV is still a new mod and has bugs...), it loses a lot of optional thingies and some good features but it has other good features, and still has the Revolution Mod, that is a must-have, hell, vanilla just is so much...vanilla...
After considering my test games in CCV, i changed some things, like starting positions, but most aren't changed.
however :
-> Yoshiegg, your capital is at Java now, it is a good city, has quite a few resources, however it lacks production, i hope the AI will start to consider expanding into islands, i could've made your leader Meiji, but i think Joao traits suit more you and your civ

(and i couldn't find in the WB file where to change traits...)
-> Inhotep starts by the coast, and now has a good position, unlike in CCV, where i was using another map...his position in RFC map is awesome now.
-> Redspy looked very well as Stalin LH, however considering he is meant to be Russia he expanded poorly, while Omega ended up getting the regions east of him in my game, so now he is Peter, that has the Exp trait, and i hope will expand more in Siberia

-> Omega becomes Stalin for the reasons above
-> I gave Montreal more resources, food ones, now maybe Ilduce will expand more
-> Minor change in Civ'ed starting position and i only gave 2 food resources to Celtic Fury, unlike before where i also gave some other resources.
-> Incas start with Mining and Agriculture so that everyone will have around the same chance at getting a religion early-game.
-> I start properly at Vienna now that it has more resources i think the 4 mountains won't be that of a burden, but tell me if my civ doesn't keeps up with what's expected of it : becoming a world power (especially in production and power, after all i'm Germany, duh)
I think it's just that, so there's the scenario :
