can you be more specific where the folder is exactly at. right down the the C:
C:\[whatever name you used for CIV4 main dir]\Assets\Art FOLDER
DO NOT EDIT that file! (it's your original)
rather copy it and place it in another folder like Custom Assets Folder or a mod folder edit the copy there
for mods:
use the path:
C:\[whatever name you used for CIV4 main dir]\Mods (FOLDER)
then create a new directory path in Mods Folder:
[Name of your new mod]\Assets\Art (FOLDER)
and place the CIV4ArtDefines_Civilization.xml FILE in that folder
then edit that file so it can find your flags

flags can only be ASSIGNED to Civilzations....
therefore you only get a custom flag... when you pic that Civilization.... in which you assigned the custom flag....(in the CIV4ArtDefines_Civilization.xml file)
however if you want a civilization customized just for you...
you can edit one of the existing civilizations (making copies like above)
or you can make your own civilization with it's own custom flag...

I have used the tutorial and made 3 unique civilizations... so it works
I suggest if you have problems... read all posts ... sometimes they help
