I need Permenant alliance tips!

Ive been trying to get a permanent allwith Napoleon, who I have Open borders with, a Pact with, and he is friendly towards me, but he still says that 'he just doesnt like me enough'. Any tips on how to get that permanent alliance?

Give him techs and free resources. If you give a civ resources long enough, you will get a +2 "We thank you for supply us with resources throughout the years" (or something like that). The free techs will increase the "Our trade relations have been fair and forthwright"

Also make sure you are of the same religion, and if you can afford to, have both of you go to war with the same person.

Everything gets better with time, your bonus from the same religion will go up, the resources will go up, etc... So just because he won't right now, does not mean he won't in a few turns.
 
I had the exact opposite problem. I had a defensive pact with the Greek, but they wouldn't agree to a Permanent Alliance because "you're just too powerful for us" or some such crap!

As to the OP. Get some trade deals going, same religion, fight in wars together (even if you just agree to help and do nothing), throw them a bone now and then. ie give them a spare luxary or resource for eleven turns, then cancel.
 
Kewl, I just tried some of these tactics and I finally got Coal from Huayna then a defensive pact... finally!!

But, oddly enough, what he died from was.. His wallpaper killed him.

Yuppers, true story :p

His rooms were done in a green colored wallpaper, and at that time the only way to get green colors that would work on paper was Arsenic based. Whenever the weather got damp, the wallpaper would emit Arsenic fumes...
 
Permanent Alliances are BROKEN. You cannot form one during the course of a CUSTOM singleplayer game you can only set them at the beginning of a game. I've used the world-builder to cheat in all ways imaginable to try and get a permanent alliance with Greece. I had a VERY good diplomatic relationship with all sorts of + 's from different things and only a single -1 from close borders. When I finally stopped getting the message "We have not had a defensive pact or shared a military struggle long enough" he started saying "You have grown too powerful for us." So I decide to use Worldbuilder to increase his cities populations, military and add important buildings to his cities. This brings his score up to just under half of my own. Now he simply says, "We're doing just fine on our own."

I'm convinced you cannot form one with the exception of setting it at the beginning of the game.
 
Why in the world would anyone not want to have a perm ally with a powerful civ? Thats just stupid AI planning right there...

Translation "we don't want you to be any more powerful to win this game"...

Thats all the AI is really good for, getting in the way of things... If you're tech leader, your friends will keep asking you for free stuff to catch up... If you don't provide then you lose your only friends...

If you're in good terms with an AI, they ask you to stop trading with all everyone else, while they open borders to anyone they please to catch up...

Were you the most powerful civ around when you asked it?

Try being the bottom of the pile or middle of the pile guys with a bad rep with the top guys... The AI tends to hate anyone at the top...

Yeah it was very annoying I had to check with the AI every turn but after about 50 turns in Defensive Pact he finally gave in. The scope of success is just very very tiny...
 
I've had a Defensive Pact long enough with him! He no longer says, "We haven't had a defensive pact or military struggle long enough"! It just doesn't work.
