I redownloaded the game how do I patch it?

My version is listed as 1.0.1.167. Is this the post patched version? If it isn't how do I find the new patch on steam?

Also, I am having a problem starting the game in DX11 mode, which I have always done, now it loads in only DX9. I am not sure why. How do I make it so the game begins in DX11?
