So i was thinking right why doesn't different civs have different expansion rates to different tiles
like if i was an Aztec id want to expand to a rain forest than a desert something like that
so why don't they add in a mechanic that reduces culture cost to expand to that tile like Egypt would get a discount on desert Indonesia would get a discount on coast things like that
and as well why not add a mechanic that would reduce culture cost for that tile depending on appeal like wouldn't a city want the most beautiful tiles rather than an ugly one
