Idea for new city conquest option: enslave ?

On a world such as Erebus, the notion of different races assimilating each other's populations over time has always seemed strange to me (e.g. an orc does not become a dwarf). How about a new city conquest option: enslave ? This would result in the city's population being converted (with some loss) to slaves of the appropriate race, the city population is reset to 1, all buidings except wonders destroyed, and all foreign cukture is reset to zero.
 
Sounds like a good option once slavery is discovered. Maybe even a "specialist" who is a slave... so slaves can be settled into a city and perhaps consume food. Add an option to "transport slaves" so they can be removed from the city again. Modify slave revolt events so that a whole group will revolt at once.
 
I was thinking that except for tolerant trait civs (and between civilizations of the same race ?), keeping a city of a different race intact would no longer an option, i.e. only choice is to raze or enslave. So there would be no tech prerequisite (I might understand the need for technology to run slavery civic or maybe in-city slave specialists, but who needs technology to create slave units ?).
As a side note, this should also apply when gifting cities. Also, no slaves should be created when conquering one of Hybo's "demonic citizen" city: only option should be "raze" (unless maybe a tech allows to exorcise demons ?).
