Can victory conditions be added?
Well, just indirectly.
The Story
During the 21st century, scientists discover that life on Earth has been spawned by an archaic intelligent civilization, the Precursors. Sub-terranean scans reveal artifacts that would provide the finder with great knowledge and power.
Needed additions
Tech: Xeno-archaeology (really expensive)
Resource: Artifact (very rare, visible with Xeno-archaeology)
Small Wonder: Artifact Dig (requires Artifact in city radius)
Tech: Precursor secrets (expensive too)
Great Wonder: Precursor Heritage (requires Artifact Dig and Precursor Secret, produces thousands of Culture points, enough to gain a cultural victory within a few turns. If wonders cannot produce that much culture, it could simply give city improvements producing loads of culture to all your cities.)
This kind of victory would require more research, but less production, than a spaceship victory.
