Ok I know a few of these might have been listed before but these are the ones I think should be incorparated into civIV
1. An upgrade for all units
I always found it annoying to have ancient units cluttering up the battle field when its the modern age, warriors, legionaries, etc.
2.More units
While more may not always be better, I thought that civ 3 didn't have enough units. Afterall we are spanning human history from the ancient times to the modern day and there are a whole lot of units that could be added to civ4!
3.Catastrophes
Catastrophes have shaped the world around us, wheather can stir up hurricanes that would sink fleets, tornadoes that could ravish cities, and blizzards that could stop armies in their tracks. Disasters should also occur through man made disasters ie ships sinking, stock market crashes,etc. If catastrophes are added into civ4 you should be able to toggle them on and off as to accomodate the preference of the user.
4. Espionage that's worth it
I've found that espionage in civ3 isn't really worth it. You pay huge amounts of gold on a mission that won't really help you, and will probably fail. Espionage should definitely be revamped in civ4 to include options that aren't ridiclous and that don't cost a fortune!
5. Media
There really needs to be some sort of media or newspaper thing that would pop up every 20 turns or so that would inform the player what was going on in the game, who is winning, what diasters have occured, what countries are at war,etc. It would effectively be like a summary of the game so far and would give the game a feeling of "connection" Once again the user should be able to toggle this option on and off.

should never happen again.

7. Show reputation
We all know that if you nuke your enemy or don't honor a deal your "reputation" goes down and other civs will be less likely to deal with you. Well I've always found it really annoying not being able to see this reputation, So if its going to be in civ4 ( I'm not sure if there going to drop it out like they are doing with corruption and the other "unfun elements") there should at least be a reputation meter or advisor or something.
8. Smart(er) AI
I once had a game where I was situated between Egypt and Greece. Egypt and Greece were at war with eachother and they kept on moving their troops into my territory. Every turn I had to tell them to get off of my land. After a while they signed a peace treaty,and declared war on me.The AI really needs to be able to take a hint.
9.The Olympics
A wonder could be the olympic stadium and whoever built it could get a good deal of culture. The olympic games could be held every 20 turns or so and whatever country wins could get 100 gold.

Turn mines into towns or settlements as it makes a lot more sense than just having a mine sitting out in the middle of nowhere.
