Here's one for the Philippines:

Leader: Rodrigo Duterte (this would be good for a future edition of Civilization)

War on Drugs: Sacrifice one population point per city to increase appeal

Alternatively, Imelda Marcos could create the Designer Shoes luxury resource.

One of the Philippines's abilities could include Cebuano Wikipedia (upon researching Social Media, gain science equal to ten times the total culture output for one turn).

The Philippines would favour Catholicism and Duterte would prefer to be Fascist.

Maori. Polynesians are fun, but they are a blob civ. The Maori could share the Polynesians' trait for exploring vast expanses of water, while also having a specific leader, specific trait, etc tailored to one of the most fascinating cultures in world history.
