Ideas for new Government Types

While playing Civilization 3 recently, I was brainstorming some new ideas for governments. Tell me what you think, and I(or someone else, I don't care) may make a mod pack for them. Keep in mind I haven't seen all of the government types, so I really don't know all of what is out there.

Militarisitic Democracy(The name really isn't that good)
This government is the same thing as democracy except for 3 things.
1. There would be no war weariness
2. The support per unit would be 5 gold per turn(cost could be reduced, but main reason for it being so high, is to basically restrict science for a large military).
3. Metropolises would be able to support 1 free unit each

This government allows you to reap the benefits of democracy, but you can still go to war and conquer, however, you better have alot of money if you are going to support a large scale war, because metropolis's can only support 1 unit(presumably for their defense). Consider it paying off the people to stay content as you go to war :). Also, if you decide to go to war, you will have to almost completely sacrfice your science and luxuries. If you go completely tax, you could possibly support a war, but you will be able to do much in the technological field and it will be hard to support a metropolis because you can not many luxeries to create happy people to offset the unhappy ones.


Free Government(definately would need a new name)
As the name suggests, everytihng would be free. There would be no matienence, and all units would be free. However, on the flip side, corruption is rampant, war weariness is high, you cannot hurry production. Worker rate is increased to 3 and military police limit is 2.

This one basically gets rid of matienence altogether, letting you rake in money, however, you can not spread out far or commit to a war, because corruption and unhappiness will run rampant over your country if you do. Basically a government for extremely peaceful defensive nations.


Utopian(this one is a little more radical)
Basically, this gives you the best in every field. However, to be able to get this government, you would have to discover a set of 8 or 9 successive technologies(in the modern age) off from the core technology tree(would require ability to create new technologies in the editor though).

This one is more of a idea I just put together. You probably won't be able to get this government before the year 2050 hits without sacrificing other technologies, so essentially, this is just for those people who want to try to destroy the world and don't really care how long it takes. However, imagine having 5 or 6 civilizations in this government years after the limit, duking it out without limitations. This basically somewhats appeases those war mongers :D.


Now I don't know what these governments would do to the balance of the game, if anything, but jsut a couple of ideas I came up with. Give me your opinions on them.
 
I was brainstorming on a kind of Corporate Republic, where the corporations run everything. Maybe you can name the "Free Government" to Corporate Republic. Just an idea.
 
Ah, it is interesting to see proposed givernments that are not merely compromises between existing ones, but conceptually new.

Militaristic Democracy, would that be like in Starship Troopers?

I was kicking around a similar idea, though I was calling it an Oligarchy (government of the elite). In the modern age, the corporations ARE the elite.
 
I've also been mulling the idea of a Theocracy, available with Monotheism, but haven't been able to get it right. It comes out too similar to either Monarchy, or Communism, to merit being a new govt type. Anybody here have any ideas for a govenment run by religion?

What I did was made a govt. that tries to reflect a Theocratically run nation but I definately took examples from the Fundy govt. in Civ 2. The best I came up with was:

Rate Cap=5 (New techs must be indoctrinated to "support" the dogma of your nation and this takes time).

Worker rate=1 (Goes to show that Fundys aren't always the most efficient workers what with all their "practices of faith" slowing them down.

Corruption/Waste=Rampant (Since it is a Theocracy a great deal is done without proper paperwork(on mutual faith) this only allows for those who don't partake in the faith to take advantage of this.)

Draft Limit=4 (Serve god in battle and achieve paradise!)

No war weariness of course for same reason as above.

Military police= The best way I could cure discontent to show a unanimous support of the people.

Tile penalty. Again a religiously devout life has conflicts with functionality.

High support rates for town/metro/city as well as a few units free.

Basically what I tried to do with this govt. is to destroy discontent as well as making it a type of fanatical war govt. This is offset by the extreme inefficiency which will not help your technology or your treasury. (Basically the Fundamentalist govt. in Civ 2.) Any ideas/critiques for accuracy are of course appreciated.
 
I think that a Fundamentalist (or Theocratic) government should have very little corruption. People in such states tend to be very law-abiding and loyal.

Don't exaggerate the military advantages.

Fundamentalism isn't really what I had in mind. I was trying for a more medieval concept of a religious state.
 
How about a Meritocracy. A system where people are rewarded on how hard they work. Worker rates are high, you have the trade advances and low corruption. No military support since your an industrial and economical civilization.

would it be along the line of what was in the "Call for Power" series?

and speaking of "call to Power", would it be nice to have many of the govements from CTP in CivIII?

Well when I created Theocracy in my games I made the science cap 50%
you get 20 free units, 2 per town and 4 per city and metropolis
the hurry thing is forced labor
no war wereness
corruption is problamatic
and I made it so it is very hard to gain citys by fliping and its hard to lose citys by flipping
my prestege is theology
diplomats are conscript
and made it hard for assimalation to occur
also I made theocracy shunned by many Civs but it is the aztec's favorite government.
standard trade penanlty applies (which amazingly enough is not that standard :lol: )

so the short of my verson of the theocracy government is large happy millitary with less science, but taking and holding other civs citys is hard so under my theocracy its best to raze all citys and build your own. (unless your attacking an anarchy ;) )
 
These are ideas for governments that I orignally posted in the 'All Civ' Forums:

I know they are sorta un-orginal, but they are good...

1) Pure-communism - a government like the current Commies, just that comerce and shields are evenly distributed btween all cities by citizen, while the corruption thing stays as is in Com.

2) Fascism - a government that is sort of a mix between Com and Dem in some way, and the special thing is that you can also purge cities, meaning if you have a city where the majority is not foreign, you press the [Purge!] command and it simply kills the foreigners 1 per turn, and every three or four make that foreign country (and that nationality's citizens) dislike you more and more, but that way you can easily wage war without the foreigners bugging you.
Please note that the [Purge!] command idea is not an attempt to show any antisemitism (I am an Israeli Jew), treat it as a subtle refference to genocide...
 
I put in my mod "Cryptocracy", conspiracy government. It's basicaly republic, but with forced labor instead of paid and elite spy/diplomats. Useful if you are lagging in science and want to steal a lot. Availabe with custom tech (X-covenant, after communism). Think os it as of Darlok in MOO.
