... how can we spy on how our enemies generate them and how to cripple that?

Specially during war, if I can immobilize their troops, it could be overwhelming.

Obvisouly I can spot tiles with specific improvements and focus on pillaging them, but can I know if there is a specialist for example? (it would be 1 order instead of 0.5 for a chamel camp for example)

Are there strategies around that?
 
As a relative novice who only just won his first game (Double Victory at turn 91 as Babylonia) a couple days ago, I'd be more interested in tips on generating more orders per turn myself. I think Legitimacy is the main factor, but I struggle to reach and maintain 30 or 40 orders per turn, while one or two other Nations regularly reach into the 60s or sometimes into the 70s. I usually end the game with somewhere around 200 Legitimacy, and in an alternate timeline of my current game (I reloaded a previous save due to an untimely war declaration), I managed to become "the Great." I think the other main Order-generators besides Legitimacy are military improvements, but the individual yields seem so paltry (just half an order in most cases), I can't help but think there's something else that I'm not using. Do the Opinions of the ruling Families have something to do with it as well?
 
Actually I thought the same but the half orders end up stacking and making quite a difference.
Make a garrison in all your cities. Use temples with a religion. Use horses/elephants and make specialists (ranch) on those tiles. All that will accumulate to generate a good amount for yourself.
 
Some laws gives more orders.
You can buy orders with training.

Builders eat alot of orders. If you are in a war let your builders sit idle and use your orders for your military.
And in peacetime use the orders for the builders. If you have a surplus of order, you only get 10 gold for it, so better to use up all orders.
 
I've found that one easy way to use up leftover orders is to gift spare food to the AI. +5 opinion each time.
