There could be a rouge state that does not own any land on new earth, but only has followers in each major city. Along those lines could be a maritime trading civ, a scientists guild, and all of the millionaires who pooled their money to get off of earth.
As well, could there be a "Northern" faction, that controls Scandinavia, Scotland, Iceland, Siberia, Canada, and Alaska?
