This explanation is going to be a bit technical, so I hope you'll understand it.
Every time a GOTM has been played, the Global Ranking (GR) score is being calculated using the following formula: New_GR_Score = 0.7*Old_GR_Score + 0.3*Normalized_GOTM_Score
Now, when the first GOTM was played (actually the second, because the first was a beta game), the old score was zero (because there was no old score).
So the GR Score became: 0.7*0 + 0.3*Norm_GOTM_Score.
In Shadowdale's case: 0.7*0 + 0.3*100 = 30
Now for the next GOTM (also Shadowdale's case):
0.7*30 + 0.3*100 = 21 + 30 = 51
Next (last) GOTM:
0.7*51 + 0.3*100 = 35.7 + 30 = 65.7
It's all because everyone started with a score of zero, and Shadowdale too. Theoretically he can only get 100 in the Global Ranking if he has played an endless number of games and won them all.
