Image editing - flame effects

Can someone give tips or help with making flame effects for an animated gif?

I want to burn Guy Fawkes (British tradition), perhaps like :devil2:

Google it. I'm pretty sure there's plugins for Paint Shop Pro and Adobe Photoshop.
