Can we imbed a video into a post of a replay or can the forum only allow a video link?

Depends on the format it is in and its size as to whether it can be hosted here or not. I believe that if another site hosts the video, this site has less problems with it, if it's within normal parameters. That would be PG rated and not otherwise offensive. I have seen little .gif "videos" of progress towards victory in the GOTM spoiler threads that are hosted here, but nothing else of a video nature.

If you have the appropriate utility software (I believe Civ Assist II can do this), you can generate an animated GIF of the mini-map progression from any save. This can then be uploaded and embedded in a post like any other image file.
