    Apologies, my email didn't tell me about this until this morning. I'm interested, though I don't know if I can involve myself as deeply as I did a couple years back. Oh the memories...

    The Cascadian Combine is locked and loaded. If you'd like orders for this turn I can certainly try to get some written tonight, however I understand if its too late. Might I request copies of my previous orders? I can't really remember what I was doing outside of the anti-canada alliance and some basic infrastructure development.

I already did most of north america but i would much rather have player orders then make up stuff myself and its not a huge hassle.

    Kosmos: Blighted Ones are those who live in areas with a high degree of radioactive contamination- specifically northern Italy among the Mefitis. Thier population is characterized by a high degree of spontaneous abortions, birth-defects, childhood mortality, rare cancers, and low life-expectancy. Thing of them as like the kids who grew up in Nagasaki or Hiroshima- except on a national scale instead of a single-city.
    Lord of Elves: Your spending did not reflect any donations of guns or ammunition to Germany so discounted that part of your orders. If you wanted to send support you would have had to allocate some sort of resources. I hope I did not misread anything.

    NORTH AMERICA

    Canada is a land of wildly divergent social classes. The freemen live in small dusty villages farming and working in small cottage industries, farming and crafting by hand or with the help of horse or mule. Follow old roads and you come to the great prairie cities. Along the route you will be passed by messengers speeding by on horse, cross trails with small-scale merchants trading between the towns, and be covered in dust and biodiesel fumes from the government fuel tankers, throwbacks to the tractor-trailers of old. Arriving at the outskirts of the cities, the first thing you see are the sprawling networks of slave farms. It is these poor work worn wretches that grow the crops that keep the oligarchs in their towers and the soldiers marching; it is these monolithic farms that make the fuel for the biodiesel plants. Men are born and die in these farms, their children inheriting the status of slave for the crimes their grandparents committed. In the cities proper, you cross the ruins of the old suburbs. Here escaped slaves, criminals and vagrants make their homes, feuding over old rotting carcases of past lives. The cities are crowned with new and ancient factories; the Canadian industry hums along on thorium atomic power. The slaves within wish they had it as well as the farmers outside. The smell of the synthgas plants permeating the air for miles around. And at the heart of the cities lie the oligarchs. In towers of glass and steel, secure behind walls and well-trained soldiers, they plan the future not only of their nation but of the world.

    The Canadian oligarchs spend considerable resources securing the slaves that allow them the power they have but when the rebellion comes, it is not the slaves that do so but the freeman farmers. Too long ignored, marginalized, and unable to compete in a market permeated by cheap slave labor and free thorium energy, they feel increasingly unempowered, jealous of the wealth of those with right connections. When the taxmen come in their synthgas trucks its too much for some and the townsmen of Yorkton, Dauphin, Brandon and the surrounding areas that organize a raid to recover their taxes and some of the oligarchs wealth. A shortsighted approach to be sure, the raids, unexpected, are initially quite successful but when the Imperial Canadian Mounted Police return in force, retribution is swift and bloody. Unwitting outlaws, the rebel freemen are forced into the wilderness and head north to find the great forests of the Canadian shield. Here their remaining forces launch hit and run assaults on the imperial supply convoys and slave farms. Their successes are largely short-lived, the Canadian oligarchs having little patience for their rebellion and liberally turning guns and bombs upon the outlaws. None-the-less, the outlaws remain and prove an incessant distraction for the oligarchs, their initial desperation and stupid bravery hardening into ideological resolve. They soon take the name of the &#8220;Free Canadian Movement&#8221;

    The oligarchs in turn, have been busy turning their industrial and technological strengths into military power. The new Spectre-class infantry fighting vehicles are synthgas powered, quick and agile, though expensive to maintain.

    The shadowy and secretive government of Quebec do not practice slavery. Their population is free, and for as long as they remain loyal citizens, their lives are not unpleasant. Quebecois live in villages and towns, practicing farming, forestry and hunting much as their ancestors did, the abundance of cheap hydroelectric and solar power and their effective fuel-cell distribution network ensures that most homes have electric light and occasionally even heating. Farming is still by horse and plow and the Quebecois Catholic bishops, still loyal to the Mefitis pope in Monte Cantagrillo, has regained much of the influence it once held in the 19th and 20th centuries. Internal security, loyalty, and independence from powerful neighbors is ensured by a powerful and brutal secret police whose nighttime disappearances of suspected spies, traitors and troublemakers are publicly celebrated by all and secretly resented by most.

    Life is slowly recovering for the independent state of Quebec. Cheap energy has meant a number of ambitious businesses have taken a new focus on industrial development. A slow population shift from the rural villages to the cities reflects new opportunities in manufacturing and the opening of several new factories.

    Perhaps due to warming relations with its neighbors or the increasing prosperity of its population, the military junta of Atlantica has softened its stance and loosened its grip on power somewhat. Government has decentralized somewhat, the villages and towns of the Northeast taking an increasingly important role in their local decision-making. Many have seen a slow and steady growth in recent years, the product of conservative low-tech, low-energy agricultural policies. The slave population has been steadily decreasing as Atlantica moves further and further from the Canadian and US-inspired slave-powered model of economic recovery. The softening of military rule has led to many communities, particularly in Vermont and New Hampshire to reinstate local elections for community positions. This in turn has led to the empowerment of the republican movement, and even talk of communalism in some, more isolated towns. Such a shift in power cannot go unnoticed amongst the military elite but it does go unchallenged and many lower ranking officers suspect their superiors to have republican leanings of their own. Canada, Quebec, and the USA have all expressed concern over the growing republicanism and urged the military leadership to stamp out the weakening disease before it spreads.

    While political power slowly shifts between the major players, the generals order the construction of a sea-cooled thorium atomic plant in Portland, Maine. The plant completes in late 2017 and already businesses have begun to migrate to the area, hoping to make use of the power.

    The technocratic priesthood of Cascadia continues their earlier focus from the turn of the century on transport infrastructure, beginning the process of laying rail between Portland, Seattle, and Vancouver. Following the old lines from the &#8216;before times&#8217;, most of the grading and sloping has already been done and by the end of 2107, most of the rail has been lain as well. The trains meant to run on the new rail are designed to be electric- powered by hydropower from the Columbia river. In anticipation of these increased demands, the old dam at Lake Mayfield is being repaired and modernized. To date the project is not yet complete but with continued funding, the coastal rail transport is scheduled to come online late in 2108.

    The technocrats are also active amongst their neighbors, arriving by horse in Absaroka, Deseret, California, and Canada. Here they quietly lend support to local governments, doing nothing to upset the balance of power or central government in these nations- instead focusing on &#8216;good-will&#8217; gestures to establish relations.

    With the war in Peru winding down considerably, the military contracts between Colombia and California come to an end and the Californian infantry and airforce return home with some very valuable experience. Meanwhile, in response to the merchant fleet build-up by the northern Cascadians, the Californians are eager to extend their influence in the Pacific. And so they launch their own fuel-cell based navy, developing the Walton-class destroyer. The Walton is heavier and more heavily armed and armored than the Colombian designed Bolivar class ship though not as fast or cheap.

    In the United States, the Confederate States, Canada, Absaroka, and Los Zetas, people are talking about Amish Rumspringa. The Rumspringa are adolescent and young adult members of the Heartland Union who seek to &#8216;experience the world&#8217; before they commit to formal adult baptism within the Heartland Amish community. It is period of experimentation and cultural growth. Most visit their neighbors for a few months at a time but some stay, abandoning their strict religious communities and embracing new cultures more permanently.

    The Mormons of Deseret are not far behind them, though their focus is in the west. The LDS are on a humanitarian mission however, bringing food and supplies by mule-pulled wagon to towns and villages of California, Cascadia, Absaroka, and Los Zetas. Their help is much appreciated among the non-corporate civilians of Absaroka but these officials, upon hearing of the LDS missionaries, quickly run them out. The Californians and Cascadians prove more welcoming, the south-eastern Cascadians in particular as they seem to pride themselves on their freedom of religion. Where they are accepted, their resources are welcome however; in a time of scarcity, charity is a rare thing.

    The Council of Fifty is keen to determine what can be done to repair the Boulder dam on the Colorado river. In 2038 they had been destroyed by raiders from the Los Zetas cartel eager to develop fresh water security in their northern territories. Deseret engineers arrive at the ruins and begin exploring options to rebuild or repair and finally decide that while some material might be scavenged, the site is probably unsuitable due to the wreckage. The next site examined is the Glen Canyon dam. This one, though also torn apart by the 2038 raids, remains much more intact. The Mormon engineers begin a long process of surveying and planning. Rebuilding a damn of this size will be a considerable expense but could potentially provide both a freshwater reservoir and substantial electricity to the southern territories.

    Despite the relatively strong industry and resultant urbanization of the United States, the majority of the population lives on farms in the surrounding areas, their product loaded onto state or privately operated mule-drawn wagons and shipped to the city markets. Occasionally, for particularly important products, such as biodiesel fuel, one of the newly developed molten-salt battery-powered trucks might be employed. These all travel on largely neglected roads- crushed and degraded asphalt from the time before, or more often than not, a rutted dirt track prone to turning to mud in the winter and spring. The cost of repairing and maintaining the transport infrastructure is high but it is one the military generals seem willing to pay, paving a number of major transport arteries between the east coast cities and out to Pittsburgh and Buffalo. The project takes nearly two years to complete and employs thousands but when it is done, the USA has perhaps one of the most modern transport infrastructures in the world, certainly a rival for Cascadia and the Maghreb Union.

    The US generals are keen to use their new transport network, greatly expanding their fleet of Vanguard APCs and using these to move forces south to the Confederate border where a military build-up does little to settle tensions with the CSA.

    The CSA&#8217;s attention is southwards however, where they are focusing on developing their Venezuelan states. In a policy decision similar to the homesteading acts instituted by the Russians in 2104, northern citizens are encouraged to move to Venezuela and develop their own farms there. In the CSA, land ownership means political and economic power so when the government sweetens the pot with state-sponsored slaves for the new lands and military protection from the Free Venezuelan Movement (VLM), the response is overwhelming. Within 3 months the government issued lands have all been claimed and by January 2107, the new slave-operated farms and plantations are largely operational. Foreseeing backlash from the local population, the CSA has thrown a bone to the more accomodating locals, providing contracts for infrastructure development including irrigation ditches, new roads, and building construction. Where the landowners go, so to does the Southern Baptists church and its influence has already begun to grow amongst the locals. And while the less accomodating Venezuelans, including the VLM vow to take violent action to stop this &#8216;neo-imperialism&#8217;, they simply lack the manpower, resources, or organization in the wake of recent CSA operations and raids to do anything concrete.

    The evolution of Los Zetas from a drug cartel to, effectively, a nation-state in its own right was not an accidental occurrence. As early as the early 2000s and 2010s, they were providing public services to residents of the territories they had effectively made &#8216;no-go&#8217; lands for the state authorities. When the water dried up in the 2030s, it was them that took on the Americans and saved the lives of millions of drought-affected farmers. Despite this, none, not even for moment, upon meeting their soldiers and especially their Santisima Muerte Reaper elites can forget their unrepentant murderous history. And now they have turned their eyes outwards, turning their racketeering into an international affair. They demand of Deseret one third of their surpluses. Deseret meanwhile, doesn&#8217;t blink- no payment is made. Perhaps the cartels were bluffing however, because instead of marching their soldiers north, they turn their focus inwards, developing new irrigation systems- many based on the Colorado river system, and diversifying their energy production- turning from solar to wind energy production. Perhaps not all their attention is on development however, as several new pharmaceutical factories are being developed- the Zetas putting their cutting edge knowledge of pharmaceuticals to work. Rumors suggest that these might potentially be used to maintain larger Santisima Muerte Reaper forces or other specialized, combat-drug empowered soldiers.

    It is a time of great change in the nation of Azteca. On March 4th, 2106, King Ce Acatl Coatlicue signs a new constitution reorganizing the Aztec nation. Firstly, the king will become known as president, with Ce Acatl Coatlicue actings as first President. That president is elected for life, the electorate consisting of the most wealthy and influential of the nation- those with certain minimal tax payments. Secondly, a presidential council is formed. This council consists of the wealthy or aristocratic individuals from the municipalities, chosen by popular vote. In a number of villages and towns the elections have already taken place, though many of the populace complain that by limiting their options to the local &#8216;nobility&#8217;, there are none to truly represent their will. Generally the people remain curious and confused and although some monarchists complain of abandoning tradition, there has been no violent protests of any kind. Whether the nation has effectively adopted republicanism, or some semblance thereof meant to placate the population remains undetermined. Amongst the confusion, the Aztlán priesthood is not sure where it stands. For the moment it continues to wield significant power but whether the priesthood will have a place on the council or otherwise have the ear of the president in the new republic remains to be seen.


    SOUTH AMERICA:

    As the cheer wears off after the successful military campaign in Peru, the people of Colombia begin to realize the true costs of their efforts. Their nation&#8217;s resources are stretched to nearly breaking. Maintaining the armed forces to fight a war has meant most of the food has been shipped south. Energy, instead of being invested in industry, or to run infrastructure like sewer pumps, has been used to hydrolyze hydrogen for the navy or burnt directly by the airforce. As if waking from a pleasant, but unrealistic dream, the Colombian people look about them and realize they are within months of having to issue food and energy and rationing. The government addresses the problem directly, ordering construction of new plows and agricultural equipment from the factories and distributing them widely. They also begin rebuilding the Transvase Guarinó dam, completing it in record time by overspending on its construction. The resultant lake will be used to help irrigate some of the highlands and help develop farming in the region. Lastly, they also order the transfer of a number of aircraft to the Peruvian government, shifting their maintenance cost to their new ally.

    In Peru, the word of the day is reconstruction. Previous funding by Colombian and Andean programs had provided the money to start this and to provide for the immediate emergency needs of the population but now it is time for Peru to begin implementing its own reconstruction programs. This is easier said than done however as the anti-communist insurgency is hardly finishing fighting the new government. Quite the opposite, as things organize themselves and return to some semblance of normal in the lowlands, in the highlands, government convoys are regularly being ambushed and raided. In the lowlands, barracks, police stations, and government buildings are regularly being bombed. In the bloodiest month, November 2107, over 1106 police officers or soldiers are killed or critically wounded alone. The communist government counters with its own raids, using new Colombian-supplied fighters for reconnaissance and to harry insurgency traffic. Several camps are disrupted and thousands of rebels soldiers killed or captured revealing that they are receiving considerable foreign funding, though from whom is not clear. This does much to undermine the power of the new government and some are even considering reinviting the Colombians to help re-assert control (-1 infantry, Peru)

    In Amazonia, the split between the various factions vying for power has consolidated into a two-way battle between the capitalist, authoritarian forces seeking to model their government somewhat on Brazil, the USA, or the Confederate States of America. On the other hand the communists wish to promote something like government of Caribbean or Colombia. Both sides gain more and more influence over the mobs, both organizing themselves further, claiming and governing large swathes of territory according to their ideology. In the west, communism reigns, their capital at Manaus, while in the east, along the coasts and where the brackish Amazon river is widest, it is the authoritarians who command, their capital at New Macapá. There is relatively little well-organized violence between the two ideological camps, though small-scale spontaneous raids by both camps upon the resource infrastructure of the other promises that peace will not soon come to the divided nation. Generally the authoritarian camp seems to be gaining ground and influence fastest, and its control of the more resource rich, and populous territories speak to that.

    Before the &#8216;great fall&#8217;, cyclones and hurricanes in the southern Atlantic were considered very unusual and rare events, but none can contest that the last 20 to 30 years has seen a huge increase in storms in both southern Brazil and northern Pampasna and last year&#8217;s cyclone strike upon Brazil was only the most recent, and most powerful example of that. The Brazilians realize that the damage to the infrastructure, farms, and factories of the south cannot be ignored or downplayed and extraordinary budgetary allotments are made to the recovery efforts. Soon the southern provinces are crawling with synthgas bulldozers, cranes, and trucks. Makeshift tent-cities, food and water distribution centers, and even small hospitals are constructed.

    And in March of 2107, nature cruelly launches a second assault upon Southern Brazil. This cyclone, with winds measuring up to 170 kilometers per hour, makes landfall near Caxius do Sul and moving south-east, running parallel to the coast into Pampasna, maintaining winds over 130-145 kilometers per hour all the way to Rosario. By the time it reaches Santa Rosa, its winds have slackened somewhat and it is classified as a tropical storm.

    Both Southern Brazil and Northern Pampasna are severely affected by the cyclone. Brazil already has much of its storm-recovery efforts in place and more soon follow but damages are none-the-less extensive and deaths numbers in the low thousands. For Pampasna, its a similar story though their recovery efforts take much longer to organize and materialize. Despite this new strike, the Brazilian government&#8217;s funding for storm recovery is widely acclaimed to have saved hundreds of lives and already rebuilt many communities hardest hit. It remains to be seen whether the future will continue to strike the region with such severe storm weather.

    The Andean Commune has, of late, had its attention turned northwards to Peru but with military intervention there winding down, they have had more opportunity to turn their attention inwards, and, doing so, notice the growing influence of Father Luis&#8217;s Church of the One True Light in their communities. It seems that Pampasna missionaries have been busy, spreading their anti-technology, end of the world, narrative amongst the Andeans with some success and their movement is growing there. Seeing the danger of this the Andean generalismos are quick to issue arrest orders for the missionaries. Military forces are put into place to patrol the border but no action is taken directly against the converts. For now, the Andeans take a patient approach to the new faith, hoping it will die out in the face of slow recovery and development.

    Pampasna meanwhile has seen its capital struck by powerful tropical storm force winds and its northern farmbelt torn apart by hurricane-force winds and rains. Damage to infrastructure, homes, workplaces, and farms is intense. Thousands of lives are lost. Already reconstruction has begun but it is slow going- Father Luis&#8217;s faithful refusing to use machinery in their efforts. With roads washed out and bridges down, despite the relative food security of the nation, many communities are isolated and unable to get clean water or food. Refugees are fleeing the north, seeking the relative security of the south and this is straining the church&#8217;s resources considerably. Despite this, by late 2107, things are looking somewhat better, with most of the emergency relief in place and a number of roads already rebuilt.

    EUROPE

    Events across Europe continue to be shadowed by the civil war in Germania (see SPOTLIGHT below). None-the-less life continues apace throughout the continent.

    In the frozen Confederate Communalist Union, new contracts with the Colombians see the communalists adopting new communist naval designs. No doubt these will be put to good use in the years to come as they also develop a small sail based merchant fleet dedicated to coordinating trade with the Iberian communists. Private trade is relatively limited but as the populations learn to depend upon one another, it is sure to pick up. Despite this, at the national level, the CCU has managed to sell a significant volume of barley and dried food to the southerners, assisting them in their recovery from the most recent drought.

    Additionally, eastern confederate lands continue to be a destination of choice for many Germans and Prussian peoples seeking to escape the war in those lands and number of communities have seen their populations increase significantly. Generally these immigrants prove more than willing to contribute and work for their communities and most of them, in turn, have offered citizenship.

    In Iberia, new rain brings relief not only to farmers and the population but to the new leadership of President Miguel Silva. Not having to worry about widespread famine and heat-induced deaths, the new president is free to pursue his agenda of widening party membership amongst the population. Like his predecessor, the new president continues to reform the military, ensuring that Iberian soldiers are not only well trained, but also very loyal to the party line. The efforts are coming to considerable fruition as the old guard is forced out by the new party-loyal officers. On the ground, the solar, wind and hydro projects begun in 2104 are coming to completion one by one and energy security has never been greater for the sunbathed nation. This, however, has led to new problems, as replacements of broken panels, electric grid components, and laying wire is pushing the state industrial capacity and material shortages are threatening the economic growth of the nation.

    In the Frankish Principalities, the trend towards communism continues in the south. In an unexpected and landmark move, one of the princes, Fabien Juppé of Mont-de-Marsan, peacefully steps down as absolute leader of the small principality, establishing in his stead a government modelled after that of Iberia but on a much smaller scale. The local economy breaks wildly from that of the remaining principalities, again modelling itself on that of Iberia. Unexpectedly, the council of princes, perhaps recognizing the devolved and decentralized nature of their nation, do not act aggressively towards this move, accepting that the single principality govern itself as it sees fit provided it continue to loyally support the confederation.

    The Austrians continue to worry over their northern borders, seeing the corporate governance models of Russia and Stuttgart replacing that of their traditional ally, and fellow monarchist, the Prussians. The affair is one of great concern and in recent years has led to a serious and potentially irreparable break in Austrian-German relations. Perhaps in anticipation of having to get involved, the Prussians develop a number of new factories dedicated to war material production. New wargames to coordinate the airforce and army in mountainous terrain has also assisted the nation&#8217;s military preparedness and officers are reporting their forces to be on high alert for any border incursions.

    And while the military has been preparing for involvement, the nobles and serfs on the border have seen a huge number of peasant refugees seeking shelter from the violence. These have been quick to pledge allegiance to local Austrian nobles who, largely due to long-standing alliances and friendships with their German counterparts, are open to receiving them and providing what assistance they can.

    The Mediterranean Principalities is undergoing a slow and steady movement towards reconciliation amongst its princes. Religious-based divisions create a spirit of competition and divisiveness within the nation. But with Turkey and Egypt down-playing religion on the public front, its easy enough for the admiral-princes to do so also. While religion continues to be a very important and central aspect of private life, new programs that exalt secular ideals such as art, pursuit of knowledge, philosophy, and humanism find eager ears in every court. The Admirals&#8217; Council funds a number of programs amongst the principalities, favoring those princes who are willing to sit down at a table and discuss issues intelligently with their fellows, regardless of faith. As a consequence, a new major hospital is opened at Alcamo. Additionally a number of workshops specializing in electronics, hydraulics, pumps, and other support industries receive subsidies to expand, their products being sold across Europe, and North Africa (though not able to effectively penetrate into Turkey or Egypt where local products dominate) where infrastructure products are on the rise. To provide energy for these workshops, a number of pre-existing solar fields receive small subsidies to expand their operations, paving the way for the purchase of new solar panels.

    The Zaporizhian also receive a large number of Germanic and Prussian refugees, their long border ensuring that many flee here. The Sich Rada are eager to support their neighbors, and while not willing to involve themselves militarily, demonstrate their advanced knowledge of medicine by sending significant medical assistance. They also send food, blankets and tents northwards, helping to prevent humanitarian disaster in the region.


    AFRICA

    Tripoli&#8217;s generals double-down on their efforts to bring freshwater to the north, greatly expanding the existing desalination facilities in the area. To provide the power required, and to address the high costs for electricity among the residents of the industrialized Mediterranean coast, already massive solar farms are greatly expanded with mile after mile of new solar voltaics. These help feed the hungry Tripoli power grid and provide the energy needed by the desalination plants. Ultimately this also translates into more irrigation inland as deserts are slowly reclaimed by the waters. The project is expensive; desalinizing and pumping water inland requires tremendous energy but there is no denying the results. More and more canals and pipeline feed into the area and imported water ensures two crop cycles per year. Where once there was but dust and sand there are now green and golden fields of alfalfa, grain, cotton, even fruit orchards beginning to take root.

    The extensive focus on the north has not gone unnoticed along the western coasts and south of the Sahara, where people see their tax monies, year after year, collected and moved north. There is no doubting that the new highways, often sandswept, see food returning south, but the Yoruba in particular are vocal in wanting to understand why the generals don&#8217;t just invest the funds directly locally- where regular rains ensure excellent crop growth. Amongst the Yoruba, Borgu, Nupe, Ebira, Edo and other tribes, the greening of the northern desert is widely referred to as as General Almunstasir&#8217;s folly. Sub-Saharan Africans, many considering themselves very distant, culturally and historically, from the Maghreb who first founded the union, have been speaking openly of seceding. Magreb officers report widespread but often idle and curious talk of perhaps assuming a model similar to that of the Bantu Ubantu, which, in many cases, they feel they have more in common with than their northern, mostly Arab, government.

    Despite the cease-fire with the Iberian communists, a significant portion of the Maghreb military continues to closely patrol the border, making some north of the border worry at their intentions. Though the panic and distrust of earlier in the decade have abated considerably, the significant military presence in the area has some wondering.

    Despite the best intentions of the Egyptian courts to deal fairly with its citizenry in accordance with Sharia law and the precepts of the prophet Mohammed (PBUH), the land is one of huge income disparity. The sprawling slums of the &#8216;time before&#8217; have become sprawling ruins- inhabited by those who cannot find work on farms or in the city. Old skyscrapers lie fallen in the streets of Cairo, so much debris swept into alleys and gutters, while their bristling bases shine in the sun with glass and the private security of the wealthy. In the countryside, land-owners make deals- trading food for for energy and tools, renting laborers from a huge pool of poor unlanded workers. Those with the means get the materials to easily outcompete those that don&#8217;t- expanding their lands and control over the Nile&#8217;s coast. For the poor, life isnt getting any easier. Every year the nile gets more and more brackish as the delta floods with the rising mediterranean. Brackish backflow means floodplains are flooded with salt, and the once highly productive Nile poisons the lands it once brought life to. Every year erosion takes a little more and the population moves further south, creating more migrants, making farmland more and more valuable and forcing out those who cannot compete.

    In 2107 things get worse when the Toshka project (a 310 km canal completed in 2020 to bring Lake Nasser water to western egypt) is flooded with brackish Nile water from rising Mediterranean. Already suffering from difficulties arising from the salinity of the desert itself, the backflow effectively salinizes a 580 thousand acre area of farmland previously reclaimed from the desert. Thousands of western farmers and herdsmen are forced from their land, their crops slowly ruined by the salinity, their herds going thirsty. In combination with the increased demands of a growing army, the disaster has sent food prices skyrocketing. Advisors are warning of potential widespread famine.

    While the state mobilizes resources to deal with the issue, it has been focusing on providing power to its population. Subsidizing new solar panels for those who have the funds to invest in them means a number of the wealthier farmers can pump more water and irrigate more land, hiring more workers and strengthening the economy. This helps farmers along the southern nile considerably but does little for the northern population. In addition to these efforts, the state also invests directly in a number of small solar farms, mostly around Cairo, to assist in industrial and commercial development in the area.

    With the goal of increasing communication between cities, the Bantu Ubantu senate orders the development of a number of new radio towers near major urban centers. They also subsidize the purchase of radio receivers throughout the villages and urban neighborhoods, ensuring easy radio access for most. Independent radio towers also go up in a number of areas, paid for by local council with funds raised from control over local trade tariffs. The national and regional radio communications very much mirror the political and economic division of the nation. While the Bantu people as a whole continue to struggle, mostly successfully, to build a national identity, there are none-the-less divided into several tribes, each with their own regional power-base, each eager to ensure they are not left out of any national development. Already, in some areas, the local councils have grown much more powerful than the national senate had planned for. Despite clear limits on trade tariff collections, the regional powers have occasionally blatantly disregarded those limits, taking the opportunity offered by the federal powers to enrich themselves. In some areas this has severely limited trade and economic growth. The radios both centralize and decentralize- depending on the area. Where the local broadcasts prove popular, sub-national, tribal affiliation grows. Where the national broadcasts are popular, the holistic &#8216;Ubantu&#8217; narrative reigns. Regardless, none can ignore the effect widespread distribution of radio programming is having on the cultural growth and identity of the region. Khoisan, Maghreb and Tukufu neighbors all tune in to listen to the entertaining and informative Bantu programming, leaving a Bantu cultural imprint upon these people as well.

    Meanwhile the Bantu senate continues to focus on interdependency between regions and even beyond its borders to the Tukufu Tangayika, their recently established Ministry of Infrastructure completing their transport census and beginning the process of developing a fuel-cell-based rail-line to connect the urban centers and to the Tokufu. The rail is interspaced with regular &#8216;recharging&#8217; stations where solar-powered hydrolysis plants provide new hydrogen to the engines. While still incomplete, a 114 km functional line between Kinshasa and Inkisi has already been completed and proven safe, efficacious, and economical feasible. The ministry has also begun developing a number of road projects to connect towns to the major rail-line and a number of these have also been completed though local tariffs prevent their use but for all but the most short-range trips.

    Rumors of republicanism continue to smolder throughout the state of Tukufu Tanganyika and are quickly brought to a conflagration by the official declaration in February 2106 that the men in power are drafting a democratic constitution and that the nation will be making the transition to a republican government at an undisclosed point in the future. There are a number of rallies, public speeches, posters and flyers, all with official sanction to share the word. The public, though largely focused on getting by, is increasingly excited by the transition, united in their desire to choose their destiny that transcends their cultural, regional, or religious affiliations. That said, some amongst the council of the new day are worried by the move, fearful of losing their power and influence. They especially caution of the influence of the large shi&#8217;ite population potentially shifting the balance of power in favor the Ummat Al-Mu&#8217;minin.

    While the political transition is beginning to take place, the government is also concerned with the economic development of the state, and small subsidies are made to a wide variety of artisanal workshops and proto-industries in an economic model based somewhat on the Khoisan.

    The Makuata republic, with some assistance from the Ummat Al-Mu&#8217;minin completes the development of a major thorium reactor at Beria, the nation&#8217;s largest port. The project is a huge one, to rival those of Stuttgart, Calgary, or Tehran with multiple cooling towers and the capacity to power much of the nation&#8217;s existing electrical needs alone. Already the government is planning the construction of hydrolysis plants for the distribution of the power to businesses and civilians using fuel cells. For now however, the power is limited mostly to the port city itself.


    ASIA

    Though occasionally delayed for a wide variety of reasons, the relatively stable transition to post-scarcity economics in Turkey has meant that the nation has been able to continue its democratic tradition continuously since the times of Atatürk. With democracy failed across much of its neighbors, the Turkish people value their role in government and the tradition of electing its leadership. Indeed electoral participation has traditionally been very high.

    Elections in 2106 come down to a race between the incumbent Ibrahim Tahir of the Republican Party who advocates national defense, especially in the face of the powerful Umma Al-Mu&#8217;minin to the east, and further integration of minority populations, especially by focusing on liberty, justice, and secular institutions. His main rival is Fahri Urysal, leader of the center-left Democratic Socialist Party who advocates domestic development and seizure of a prominent position in foreign trade. Though leftist, the DSP has been careful to appeal to Turkish business development. Ultimately the war in the South Pacific has seen tensions rise in the Umma Al&#8217;Mumin as rhetoric in that nation has ratcheted up in favor of assisting the Pacific Island Sultanates. That, in turn, has driven concern for regional military balance. Though winning by less than 3% of the votes, incumbent Ibrahim Tahir was able to maintain his presidency, securing a minority government. The DSP has promised to work with the Republican Party to advance the Turkish nation domestically and abroad.

    The Russian Commonwealth&#8217;s board of directors is keen to keep its western urban population focused on producing wealth and the war materials needed to not only support its operations in Manchuria but also support the German corporatocracy in the west. They have impressed upon the peasantry the need to drive the Manchu before them with posters, pamphlets and a variety of propaganda depicting them as sub-human, making frequent comparisons of them to pest monkeys or vermin. The campaign also extends to the traditional enemy, the Umma Al-Mu&#8217;minin and Muslims in general who are similarly depicted as somehow being subhuman. The effort seems to bear fruit as public support for the war in the east continues to be quite high and production does not falter in the western factories.

    Israel, in 2107, completes a major thorium reactor at Tel Aviv. The reactor, though not as large as the Canadian or Turkish ones is none-the-less modern and highly efficient and its power has already been put to use for a number of local infrastructure plans involving fresh-water aquifer access, pumping and processing of sewage, providing refrigeration and finally lighting. For western Israelites, the changes have been significant and promises to secure the incumbent Labor Party-dominated coalition in the 2109 elections.

    Armenian catholicoi are eager to secure agricultural production and have focused on developing a number of low-intensity fertilizer manufacturers, with generous subsidies to companies willing to develop fertilizers from the Black Sea seaweed or woodash. The plants, though relatively small in scale, have been largely successful resulting in greater agricultural output locally and market penetrance for Armenian fertilizers in the Umma Al-Mu&#8217;minin and Turkey.

    In February 2107, the Umma Al-Mu&#8217;minin National Thorium Atomics Commission proudly announces the completion of the first nuclear-thorium- powered ship, &#1575;&#1601;&#1602; &#1580;&#1583;&#1740;&#1583; (New Horizon). The new ship is the product of intense research in scaling thorium atomics, making smaller, cheaper reactors available for a wider number of especially mobile applications. Relying upon a a thorium-powered pressurized light water reactor, the new 340m-long New Horizon cargo ship boasts an unlimited range, 107,000 metric tons deadweight capacity, and several powerful electric cranes. Its maiden voyage, to the shores of Makuata, have proven highly successful, transporting the equivalent of over 650 normal sail-based cargo ships in 1/10 the time. The Umma navy is very interested in exploring the technology, and while probably not competitive with existing fuel-cell based technology for smaller frigates, is of intense interest for larger ships and especially submarines. Additionally the Dubai port authority has already purchased licenses and has begun building a small-scale reactor for use in unloading and loading ships at its facilities. With war continuing between the Pacific Island Sultanates and the AU6, these developments have cemented the Umma Al-Mu&#8217;minin&#8217;s merchants in the Indian ocean, south asia and eastern africa.

    Despite the extensive radioactive contamination which continues to plague their nation, the Naraka ruling Brahmans are optimistic. The people have been feeling relatively safe lately, the eastern bandits increasingly under control due to aggressive pursuit by the Kshatriya cavalry. Additionally, the opening of new atomic plants in 2104, while highly controversial at the time, has spurred new development and economic growth. Now, the ruling Brahmans are re-investing those funds, developing new water purification and sewage systems for the larger towns and cities. Because of the high degree of immunosuppression amongst the radiation-poisoned population, these new measures are highly effective in combatting a number of waterborne illnesses that have long plagued the population. Already production from local workshops and businesses has shown a small increase.

    The inhabitants of fall-out ravaged Odisha, in the dry season of 2107, are bombarded by the Bangladesh airforce with pamphlets addressing &#8216;Occupied Bengal&#8217; and urging the local Muslim population to seek union with the greater Bangladeshi nation. And while the Muslim population of Odisha is much higher than the 4-5% it was before the fall, it is still not much more than 12-15% of the population. None-the-less, for this population, and even for a portion of the secular merchant population, especially those involved in international trade, there is substantial appeal to annexation by Bangladesh. Odisha military powers are not amused however and have warned the Bangladesh airforce that continued intrusion into their airspace will result in consequences they will &#8216;not enjoy&#8217;.

    Mongolia is a nation walking a delicate balancing act. To the east an original promise to enforce a Korean/Yanzhou no-fly zone over Manchuria is rapidly escalating and threatens to draw in the army as well. Mongolian forces on the eastern border are eager to ride and bring the Yanzhou to their knees but chieftains and the Khan&#8217;s advisors voice caution; the situation to the north is far from sure. The Buryat insurgency is keenly felt by the Mongolian government, as they consider them in many ways their ethnic and cultural brothers. And while many of the especially younger chieftains advocate providing weapons or ammunition to the rebels, the government is not keen to antagonize the Russian bear. And so the northern border remains on high alert and the government juggles with the fear of opening the eastern front when the north is potentially so dangerous.

    Yet despite fears of a Russian invasion, attacks by Korea and Yanzhou upon the Mongolian airforce and pilots cannot go unanswered and in February of 2106 Mongolia declares war upon Yangzhou- citing attacks upon their aircraft as casus belli. Soon afterwards three wings of Brazilian Chua Griante arrive via AU6 and New Qin airfields. Mongolia has cast the die.

    In Tibet, the affairs in Manchuria and Russia feel distant. They focus inwards, continuing to develop their hydroelectric projects, with two more, albeit small, dams, coming online in 2106 and 7. This power is helping to drive local manufacturing, and while also on a very small scale, they have begun implementing (mostly Turkish) electric power tools in their facilities and output is increasing. This has also led to further concentration of the population as the younger generation are increasingly moving to the towns and cities developing around these small hydroelectric projects. Increasingly Tibet is re-industrializing, albeit on a very limited scale.

    In Bangladesh, the people whisper of potential war with Odisha. While the military&#8217;s officers hold their cards close to their chest, observant peasantry are well aware that the pamphlet drops are most probably preliminary to a military offensive. Despite this, the Bangladeshi generals are focusing on developing new hydroelectric projects in the northern hills, making use of the still significant, though much reduced, run-off from the himalayas. Two potential sites have been identified, and after consultation with engineers and technicians, construction has begun at the historical city of Tezpur. While some local orchid growers are up in arms about the project, claiming the resultant lake will destroy one of the planet&#8217;s best sites for growing these flowers, generally the project has high public approval and construction is due to complete early in 2108.

    Bangladeshi technocrats at Dargokhana have long sought to reopen the Assam University there and in recent years have been working on a number of teaching and research programs. These efforts, mostly aim at rejuvenating technical development have been mostly ignored by the military government, who run their own research programs at their own facilities. None-the-less, in 2107, academics make a visit to Dhaka where they present their work to the junta. Their advances, primarily in electronics including communication and sensors, are of great value to the airforce and army and quickly incorporated into the military program.

    War between the Sinhalese rebels and the island Tamils continues in the nation of Eezham. While the disasters of 2102 are not repeated, progress is none-the-less very slow with the rebels controlling substantial territory. Both sides have turned more and more to non-conventional warfare and bombing of civilian areas by both sides have not only cost thousands of lives but also hardened resolve (-1 infantry, Eezham).

    The sufi mysticism of the Huizi has long led them to look &#8216;inward&#8217;, to contemplate and explore what lies beneath the obvious. The philosophy is not only present amongst their mystics but has effectively permeated every aspect of the theocratic socialist dictatorship, including its scientific efforts. Throughout the summer and fall of 2107, a number of research programs focusing on nano-scale manipulations begin reporting significant and impressive results, materials coated, etched, or even built from scratch at the nano-scale with very specific qualities not normally achievable. Their focus on the &#8216;inwards&#8217; has borne significant scientific fruit. Composite materials are being made stronger, lighter, more durable, water, UV, or radiation resistant. While wide-scale implementation is very unlikely, applications for industry and military are already obvious to many and indeed the Huizi military has been keen to develop new small arms for its infantry that promise to be more durable, lightweight and precise.

    Recent counterinsurgency operations in Hawaii seem to have finally brought the konketsu to hee. A continuing heavy infantry and naval presence in the Pacific islands continues to monitor the situation closely, using roadblocks and surprise door to door searches to avoid any further trouble. Arrests are made, and people &#8216;disappear&#8217;, but the bombings and attacks upon Japanese forces seem to have come to an end. In the home isles, a focus on subsidizing rice farmers and fishing businesses has led to greater food security.

    With majority control of the Blue Suns stock in Jiangnan hands, there is little the Hubei executives can do to prevent these majority shareholders from electing a new board of directors in January 2106, especially when their own board begin accepting Jiangnan golden parachute retirement packages that leave Hubei executives without a voice in the boardroom. The new management are quick to begin establishing new holding corporations under direct Jiangnan management and transferring assets to these- issuing one to one stock exchanges to pay for them. Meant to occur in a single sweeping measure, Hubei loyalists within the Blue Suns corporation are able to slow some transfers- effectively leaving Blue Suns assets divided between the parent corporation and the Jiangnan holding companies. With the Blue Suns stock divided- some having been traded for the holding companies and other maintained, majority control swings back in favor of the Hubei executives who are quick to vote new measures limiting the voting power of &#8216;newly issued&#8217; stocks- in turn entrenching their return to power. This done, there is little they can do for the assets already transferred to the Jiangnan corporation. Entire divisions, security, research, energy are marched eastwards and incorporated by the Jiangnan government and its business proxies. Hubei executives holding stock of these companies in turn sell these resources when the Hubei government raises local interest rates, making local investments more attractive.

    While the executives in the boardroom try to extract themselves from Jiangnan control, the militia are returning to their homes, eager to lay down their arms and leave security concerns to the security forces. These, in turn, are engaged in efforts to thwart the rising number of slave rebellions. For the most part, the slaves are not well organized or armed and their successes came only as a result of the Blue Suns military being busy elsewhere. Now, with their attention returned, most slaves are willing to lay down their arms and return to their camps, especially so when they witness the fates of those who refuse. By summer of 2107, the slave issue has effectively been resolved.

    Ultimately, Hubei has had a very difficult time of things recently. They have been stretched to the breaking point by multiple wars and have been the subject of a government backed hostile takeover attempt, the later of which saw much of its tangible resources shifted out of country to various Jiangnan companies. Hubei investors, eager to rid themselves of entanglement with Jiangnan companies and to take advantage of higher local interest rates, have, in turn sold any investments they had in the Jiangnan holding companies. For the low-level corporate wage slave, not only have they seen their resources bombed and shifted eastwards, they can no longer get access to the cheap capital they need to rebuild- interest rates are too high.

    In Jiangnan meanwhile, general elections, much anticipated due to recent rhetoric, finally take place. The engagement of the nation in conflict on the island of Hubei, in support of rebels in the new Qin Empire, and in Manchuria are understandably not at all popular and the KMT are soundly beaten by a tired, frustrated, and often very hungry electorate keen to see the nation focus inwards for awhile. Governance of the democratic Chinese state passes to the Resurgent Order party, who promise to disengage from foreign entanglement and conflict and focus on rebuilding.

    Life for the people of Bingzhou is, necessarily, returning to normal. Continued conflict east and south must, for now, be ignored. A government focus on rebuilding sees a number of new farms developed, new agricultural equipment issued and the villages once again focused on day to day village and farming life.

    Life in the New Qin Empire is anything other than normal. With conflict in the east continuing and much of the north and west still in ruins after the wars with the Hubei and Liangshan Yi, food is scarce and only getting more so. Much of the population is moving to the southern coasts where lands are available fom farming far from the Hubei or Liangshan Yi- this despite the recent storm damages to the area. In the east, the New Qin Empire are keen to regain control of their nation and engage the Jiagnan airforce providing protection to the bandits who have aligned themselves with the republicans. More experienced and with greater numbers, as well as the advantage of local airports, the Qin are eventually able to wrestle air control from the Jiangnan. Afterwards, it is a relatively simple thing to force the surrender of the rebels. Now, firmly in control of their nation for the first time in a long time, the Qin are finally able to turn to repairing and rebuilding, disarming much of their militia in the process.     While war for the Malay peninsula rages on, the Pacific Island princes divert some attention to their energy security, several of the eastern princes pooling their funds to develop a series of tidal harnesses in the Halmahera sea.

    The early part of 2016 sees the Pacific Island Sultanate forces in the island formally known as the Malaysian peninsula retreat to several high hills in the southern part of the island- Gunung Tapis, Batu Puteh, Tahan. From these high hills they can take relatively little offensive action but they are able to dig in considerably- developing bunkers and tunnels. This allows the AU6 to consolidate their control over the north, rebasing their aircraft and navy to Hat Yai. At sea, and in the air, the Sultanate forces continue to harass AU6 logistical support of the island forces. Several skirmishes between the two navies end inconclusively with frigates sunk and destroyers damaged on both sides- the superior Sultanate navy balanced by the more numerous and better supplied AU6 airforce. While the southern waters belong to the Sultanates, the island and its coasts are relatively well controlled by the AU6 airforce. The AU6 is keen to press their local aerial advantage, chasing away Sultanate ships trying to resupply the defenders and flying frequent sorties over the south of the island, their bomber fleet striking at Sultanate hill-top bunkers repeatedly. On March 3rd, AU6 forces, after significant aerial bombardment, launch an assault on Tahan, surrounding it and after a six-day battle known as the &#8220;Battle for Tahan Hill&#8221; finally taking it amidst heavy losses. Before they can move onto the southern two hills however, Pacific Island Sultans launch a major naval and aerial offensive upon the Singapore region. The battle in the air and at sea is intense, the AU6 launching new fuel-cell based destroyers, Phi Pop, which are both much better armored and faster than the biodiesel ships used by the Sultans. While the aerial battle looks to once again turn in favor of the AU6, the sudden appearance of Brazilian-built Chuva Gritante is unexpected and immediately begins to turn the battle in favor of the Sultanate forces. Caught off guard completely, the AU6 calls a general controlled retreat, the Pacific Island navy and airforce punishing them dearly as they do. Soon after, Sultanate forces are able to land significant infantry and these rush to support the entrenched forces near Pahang. Having secured the south, the Sultanates are able to move their airforce much closer to the battlelines and push northwards more aggressively. Under aerial and naval support, a series of Sultanates offensives sees the the southern forces recover much of the jungle interior and push the ASEAN back to Chaman hills. Here things begin to stabilize, with the Sultanates making probing attacks upon the entrenched AU6 positions. Over time, the air battle turns slowly in favor of the Sultanates, and though the campaign is a long one by August of 2107, the ASEAN ground forces are pushed back to the Perak and Kelantan rivers. The ASEAN navy is chased northwards and, in the air, while numbers favor the AU6, they are consistently beaten by the agile little Brazilian jets. Increasingly the AU6, despite superior training and equipment, is put on their back foot, unable to launch an aggressive offensive. In the air, Sultanate bombers have even on two different occasions have been able to bomb command posts, fuel depots, and the airfields in Hat Yai directly. With the loss of the island imminent, General Leekpin Sunya, commander of the Malaysian island offensive is sacked by the AU6 and there is talk, at the head of the army, of finding a &#8216;resolution that will bring us peace&#8217;. (-2 infantry, -5 militia, -1 sail warship, -3 frigate, -1 biodiesel destroyer, -1 Phi Pop destroyer, -8 propeller fighter, -3 bomber, AU6, -6 infantry, -4 sail warship, -4 frigate, -1 destroyer, -7 propeller fighter, -2 bomber Pacific Island Sultanates)

    Korean forces seem willing to accept their military gains and rumors of high-level talks between Korean and Manchurian diplomats abound amongst the troops on both sides. Yangzhou spies meanwhile, have been hearing increasingly detailed accounts of Mongolian troop movements on their north-western borders. In response their army begins to relocate forces from the east to there. This gives the southern Manchurian forces, underfed, short on ammunition and supplies, and with their airforce in the north fighting the Russians, some much needed breathing room. In February of 2106, Mongolia declares war on Y&#257;nzhào. Immediately the border is overrun by over 100,000 highly trained Mongolian cavalry. They too, like the ASEAN United Six, have purchased Brazilian Chuva Gritante, and already possessing a significant advantage in the air, numerically and qualitatively, the new jets are overkill. The Y&#257;nzhào are almost immediately shot down, their airfields bombed into submission. Korean planes operating from the Liaoning peninsula are powerless to recover the air, their numbers too little to turn the tide. Y&#257;nzhào forces, caught between the Manchurian line and the Mongolian assault, can do little to prevent the cavalry from quickly overwhelming their western towns and villages. The Mongolians advance quickly, making use of the speed of their horse to divide and surround pockets of Y&#257;nzhào resistance. And though the Mongolian offensive is incredibly fast, it is not without its failures; on several occasions the southerners are able to inflict significant losses upon the Mongols. Despite this, Mongolian numbers, speed, and bombers prove decisive. Datong falls on March 4th. On March 28th, so too does Zhangjikou. By April, Mongolian artillery is in position in the Xishan hills overlooking New Beijing. While Mongolian ground forces and bombers advance on the Y&#257;nzhào, their fighters are busy on the Manchurian/Korean line, working with Manchurian militias and a deep layer of anti-personnel and anti-vehicle mines to keep the Korean land forces at bay.

    On April 17th, 2106, the Korean forces, seeing their ally ready to capitulate, and knowing that the Mongolian cavalry will soon be reinforcing the Manchurian southern line, rethink their previous negotiating position. Unable to enforce their earlier demands, they settle for a lesser peace. April 17th sees the signing of the Dandong Agreement. The peace treaty sees the Korean nation annexing a significant portion of the Liáod&#333;ng Peninsula. The territories previously belonging to the Dandong and Dalian prefectures, as well as the south-eastern portion of the Anshan prefecture will be transferred to the Koreans immediately. The treaty also allows for a return of all prisoners of war. No financial compensations are stipulated by the treaty and any compensation for the Y&#257;nzhào are expected to be paid by the Koreans. While a difficult peace for the Manchurians to accept, the pressing Russian advance in the north means they effectively have little choice and there is no time, presently, to bemoan the loss of territory. For the Koreans, the Dandong Agreement is heralded as a great victory, the culmination of a military offensive meant to punish the Manchu for their assault many are still very confused about. Now they just need to deal with the growing impatience of their population eager to recover their sizeable warbonds.     Jiangnan&#8217;s General Chen Dewei&#8217;s signing of the Amur Compact with Russia causes Manchuria to withdraw from the Changchun Agreement. The Manchurians claim that effective sale of lands kept in trust for the Manchurians- for the duration of war with the Russians- to the Russians invalidates the word and the spirit of the Changchun Agreement. And so, soon enough, word filters down to the officers in command of the situation in Hulunbuir. The remaining Jiangnan soldiers begin withdrawing from the labyrinthine city, moving northwest along the plains. The russians seem to be aware of the plan and the Jiangnan infantry are able to escape northwards before the Manchurians can effectively stop them. In the north, they take up positions near the Amur river, taking control of Erguna and Genhe, where they immediately set about policing the population and attempting to bribe the local Manchu into forming Jiangnan-loyal militias.

    Russian operations east of Irkutsk continue to be plagued by ethnic Buryat insurgencies. Attacks upon rail-workers and convoys are frequent and moving ammunition, supplies and troops from Irkutsk to Chita to Hulunbuir continues to be dangerous, expensive, and often uncertain. Further east, Tungusic peoples have attacked Russian villages, homesteads and government buildings. Together these forces have not only ambushed a number of east Russian towns and villages, killing their inhabitants, pillaging their grain, and burning their towns and farms, but have ambushed Russian military convoys, captured ammunition and fuel depots, and effectively made the far east a no-go zone for Russian government forces. Indeed, Russian plans to provide economic support to the homesteaders are cut violently short when reports indicate that those homesteaders who haven&#8217;t fled back west have sought refuge in Irkutsk or further west.

    In the corridor of captured territory behind them, and especially the border city of Manzhouli, the Russians have begun to impress civilians to begin rebuilding the transport infrastructure as well as more airfields. Rebellions amongst the workers are met with widescale firebombing of their homes and the slaughtering of their families. The captured Manchus therefore get to work. Progress is very slow, the bitter cold winter necessitating that the Russians wait to make real progress. In the meantime, the Russians are content to retrench their positions in Hulunbuir, building up their defenses around their eastern airfields, running sorties against Manchurian convoys attempting to resupply the city from the south and east. Within Hulunbuir hunger and starvation are again setting in for both sides. The Manchus are almost giddy to see the Jiangnan forces leave- these are that many less mouths to feed.

    With the arrival of spring, the new Russians forces from the west launch an offensive eastwards, bypassing northern Manchuria and moving through the Tungusic lands of Sakha with the aim of meeting up with Jiangnan naval vessels and securing the Primorsky Krai territories promised the Russians by the Amur Compact. The Yakuts have other plans however. Seemingly very well armed, their cavalry fall upon the Russian infantry as they move through their lands, making hit and run assaults upon their forces wherever they can. The sole major russian town with an airport in the region, Yakutsk, has had its Russian civilian population massacred, the town itself pillaged and the airport destroyed, forcing aerial support to continue from distant Irkutsk. By the time May arrives, the Russian column has just reached Churapcha. Ammunition and food is in short supply and though they have been able to win a number of skirmishes with the Yakat, the superior Yakat numbers and weaponry threaten to destroy the expedition at any moment.

    With the signing of the Dandong Agreement and peace between Korea and Manchuria, the Manchurian military machine has been free to focus its attention northward. As spring begins to arrive, so too do reinforcements for both sides. New ammunition and food arrives at Hulubuir for the Russians just as their airforce begins reporting that sorties over the Da Hinggan mountains have proven increasingly dangerous. The Manchurians have apparently deployed a new weapon they call &#8216;Esteemed Lanterns&#8217;, portable anti-aircraft guns apparently synchronized with the local radar and sensor towers. Their deployment south-east of the city has made sorties in that area increasingly difficult, especially for propeller- powered aircraft, and the Manchurians are increasingly able to provide food and ammunition to the battered troops. The Manchurians slowly move their anti-aircraft net northwest. Manchurian infantry reinforcements, some newly trained, and some drawn from the southern lines means that an assault upon the Da Hinggan position is effectively an impossibility as that would leave Russian forces open to an assault by the Manchurian infantry remaining in Hulubuir. Despite this, the Lanterns do not have the necessary range to strike at aircraft over Hulunbuir directly and the Manchurian airforce does not seem eager to leave the protective net thrown by the Lanterns and so control of Hulunbuir airspace remains Russian.

    On the eastern coast, Jiangnan naval ships are making their way towards the Primorsky Krai territories, in accordance with an agreement with the Russians that would see them provide naval support to the expedition there. Unfortunately for them, the Manchurians had heavily mined that coast as early as 2106 in anticipation of a Korean naval assault upon the area and those mines remain in the area. Additionally, the remaining Manchurian navy, operating out of the Golden Horn Bay, where once the far eastern Russian fleet had made its headquarters before the fall, remains active in the region. The Jiangnan navy meets the Manchurian navy and finds the larger Manchurian destroyer an excellent foil to the Jiangnan frigates. Before battle is even joined, one of the Jiangnan frigates strikes a mine and its command and communications centers ared damaged, forcing a return southwards. In the following clash, sail warships are easily sunk on both sides, and the Manchurian destroyer is able to sink one of the remaining Jiangnan frigates and so damage the second that it is quickly boarded and captured, its crew taken captive. The Jiangnan navy in turn are able to sink Manchu sail and one frigate. Ultimately the waters remain in Manchurian control and Russia will not be receiving the assistance in the east they had expected.

    The battle for Hulunbuir continues through the summer, the river again proving a major point of contention. Manchurian forces attempt to move several batallions into the city but are stopped, on many occasions by Russian armor operating in the countryside or by Russian bombers directly. Despite this, almost 60 of the anti-aircraft guns are deployed in the city making use or Russian aircraft once again problematic. Manchurian numbers swell faster than the Russians but as the Russian supply lines open up, their armor is once again able to take decisive action, their ammunition and fuel having arrived. Fall of 2106 goes favorably for the Russians but as the winter snows fall and the winter hardships combine with Buryat raiders to close transport with the west, the Manchurians are able to once again push hard and, through superior numbers, retake the city as far as the river.

    At this point the Russian expedition to establish control over the Primorsky Krai stops communicating with Russian central command. Renaissance flights to the area report seeing the snow covered in blood and bodies, human and horse, Russian and Yakut frozen solid. There is no sign of either force in the huge tactless lands of eastern siberia.

    The February retreat, as it becomes known in Russia, sees the Manchurians taking advantage of a particularly violent winter blizzard to withdraw completely from the blasted ruins of Hulunbuir. Reinforcing and providing supplies to the city defenders proves just too costly, both in blood and in resources. The withdrawal is difficult to challenge for the Russians who cannot effectively send aircraft in the conditions and who are afraid of sending their armor, unsupported, into the snow-covered hills where the enemy lies in ambush. Smartly, they allow the Manchurians to withdraw. By March, new battlelines have been drawn. Russian forces have consolidated control over Hulunbuir and moved south to capture Xinihenzhen and threaten Yiminhezhen. In the north, they take Hakezhen. These cities have been abandoned by their civilian and military populations, roads and bridges destroyed, and all resources taken or destroyed. Attempts to move beyond are heavily contested by the Manchurian forces entrenched in the Da Hinggan mountains.

    The remainder of the summer sees a back and forth exchange with neither nation willing to contest the other&#8217;s zone of control too seriously. The steppe-plains, where the Russian armor and airforce have the advantage cannot be seriously contested by the infantry-heavy Manchurian force. Meanwhile, the mountains and hills, packed thick with advanced radar and sensors, anti-aircraft guns, and lots of infantry proves a difficult nut to crack for the Russians. Winter sets in and no further advances are made by either side.

    With war engulfing the north, King Samuel Gibbons II of Tok Pisin is eager to ensure his nation&#8217;s borders and independence. It is for this reason that founds a new air academy similar to that instituted by the Mongolian Khan. The new academy promises to ensure new pilots and support personnel are of the highest quality and a match for any airforce that might threaten his nation.

    Meanwhile the Australian dominion has been making use of its new solar fields, developing domestic industry and putting peasants to work behind electric motors and tools. Australian manufacturing has no delusions of competing in world markets but what they do intend to do is recapture some of the market lost to the Umma Al-Mu&#8217;minin or Californians who both have a secure foothold in the area.

    SPOTLIGHT: GERMANY

    In light of the far-reaching infiltration of the Teutonic Order by Prussian sympathisers, the German Kaiser voluntarily dissolved the knightly order&#8217;s chain of command, sacking nearly sixty percent of the nobles and officers that make up the Order&#8217;s military command. In their place Teutonic Order and Spiegel corp officers who have proven their loyalty and ability through exemplary service are promoted across the board. While this does result in a significant increase in the security of the command structure it also does much to push those nobles and generals who were sacked but not necessarily loyal to the Prussian monarchy into the enemy&#8217;s camp. It also places a huge number of inexperienced officers in position of command across all arms of the military. The loss of so much leadership experience is a telling blow for the tactical and logistic command of the Reich&#8217;s military. For the Prussian nobles, it is further evidence that the Kaiser is no longer a king in any sense of the word- that he takes orders from the Spiegal corp executives is obvious for all to see.

    For the same reason, the Inquisitional Court and Legion are also told to stand down, their operations to cease immediately.

    Perhaps in an effort to appease those nobles claiming that the Kaiser is no more than a puppet, a new &#8216;Overwatch HQ&#8217; is established in Frankfurt. The Kaiser sets up a new court there and military operations are headquartered there also. Moving the base of command away from Stuttgart does appease some nobles somewhat but the for most the faultlines are much too deep to be so easily won over.

    Winter of 2106 sees a continuance of the heavy insurgent activity that has characterized the civil war to date. The Prussian fifth columns focus extensively on destroying biodiesel and synthetic fuel stations, hoping to slow the Reich&#8217;s ability to maneuver and to ground their airforce. A number of bombs go off throughout the new synthgas plants in Hannover and Berlin. The old biodiesel plants near Karlsruhe and Pforzheim are also targeted. In many cases the plants are well defended, though not as well as untargeted ammunition depots and factories in nearby areas and the insurgents have to arrive in force. After the attacks the insurgents melt back into the woods, many of the local population either directly loyal to their cause, or too frightened by their retaliation to report their locations.

    In March of 2106 Prussian forces down a messenger plane operating from Gorzow. The plane contains logistical plans that outline requests for new mechanical components of a prototype tank being deployed in Gorzow. It also outlined how the German high command expects that the infantry forces massing in Zielona rebase to Gorzow in support of the new armor divisions. Meanwhile, a Prussian spy operating in Zielona brings back news to Prussian high command. Infantry there are readying to retake Wroclaw.

    Prussian scouts report the arrival of heavy aerial support in both these regions as well as significant infantry and cavalry support in both cities- contrary to the message outlined in the downed plane. Amongst the Prussian command there is some confusion regarding the reports but when scouts repeatedly confirm the sizeable presence of Reich forces in both cities, no offensive is ordered. Instead, expecting the new tanks to require synthgas, new assaults are ordered upon synthgas and biodiesel plants in the west. These do not go nearly as well as the first assaults and in many places it seems that the Reich&#8217;s forces have been specifically waiting for a second round of assaults. Infantry and cavalry surround and capture several insurgent assault teams, including one armed with significant explosives and aiming to target the large and powerful, though aging, thorium atomic plant at Heilbronn. These captures lead to a number of raids upon insurgent positions in the German woods and the new HQ operations are proud to report much reduced insurgent activity in the following months.

    Meanwhile, Reich forces in the east, with heavy aerial support, make a concerted push from Zielona Gora, new Brazilian built Chuva Gritante spearheading the Reich&#8217;s aerial assault upon rear-operating Prussian aircraft. With the air firmly under Reich control, over 70 Reich bombers begin an operation to clear defenders from Ko&#380;uchów, Nowa Sol, and Gaworzyce. Eighty-thousand infantry then stream southwards, easily overwhelming the bombarded Prussian defenders and within months taking first Glowgow and Lubin. While the Prussian can match the Reich on the ground, even often countering their artillery push with maneuverable cavalry offensives, they can do little to counter them in the air and the constant and heavy bombardment again and again turns the battle in favor of the German forces. Soon enough the Reich army has reached Lubin and their bombers are threatening Wroclaw directly. Rumors of the Prussian king evacuating eastward does much to raise morale amongst a German army desperate for good news.

    In the north, the Gorzow forces, not to be undone, begin a slow eastern movement through the thick Barlinek-Gorzów forests. These forces have much reduced bomber support though 60 propeller fighters ensure what sorties they run are not contested. Here the battle is more evenly matched, the forests providing extensive cover for the Prussian defenders who utilize a number of directional anti-personnel mines to limit accessibility to the Reich infantry and direct their approach. None-the-less, despite much heavier losses here, by the end of 2107, the Riech has firm control of Poznan. (-9 infantry, -2 cavalry, -1 howitzer, -1 propeller fighter, German Fourth Reich)

    Designing new units will cost 5EP plus 1EP per technology it is dependent upon. So a new synthetic-fuel powered jet would require 6EP. A new synthetic powered jet using advanced avionics would require 7EP to develop. The same jet with synthetic fuels, avionics, and stealth technologies would require 8EP to develop.
