Can't just be giving away cities for no reason, this is Imperialism. The goal is to get cities, it is not very accurate if Germany just gives away colonies for no reason.
Have you followed colonial history? Swapping colonies (not home cities or territories, but colonies) was common practice for various reasons in those days among the Great Powers.

Swapping sure, but Curt is making it seem like he's about to just give away cities for nothing at all. I mean even Russia got paid for Alaska, thinking they won't be able to hold it and the US public thinking it was a terrible purchase.
 
As Reich Kanzler, Curt will do as he wishes! Wasteful cities will go to those who are friends to the new Germany! :D

OK...And what do I do with this *.hot file? Tried renaming the file to a *.sav, but getting an "obsolete file" message.

I'm running ToTPP v13.

No, it must stay a .hot file to work. A .hot file is, effectively, a .sav file for hotseat game format.
 
So...How do I get it to load? Hot files don't show on the load list.
 
You need to start a multiplayer game, select Hot Seat, Load a Saved Game, then select the .hot file which you should have placed in the scenario folder. At the end of your turn put your cursor into a remote part of the map so that the next player doesn't get an eyeful of your plans when they load up your turn. Save the game and then compress it to a zip or rar file & upload to the forum with your report.

The bit about renaming the .hot to .sav is only relevant if you need to edit something with the Civitas utility or use the cheat menu for a specific purpose. Most turns this will not be necessary.
 
Ok, I am un-learned about multi-play. Although, I am still getting the "obsolete format" message.
I assume the save is made with a different version of ToTPP...Would it be the latest version?
 
Well - I created a new TOT clone directory with Imperialism2, and the latest ToTPP version, and tried to load the hotseat game...Still giving me the format error.

What gives?
 
As the game was started in June 2017, could it be that the version of TOTPP of that time is needed?

Yep, it may be the case. If the other players recommend me what version they use, I will set up a CIV2 installation with that ToTPP.
 
Shouldn't be a TOTTP issue. Civ2 ToT v1.1

For some reason Patine's save won't load, can someone else try it.

Dunno why it won't work for me - I created the darn scenario!
 
I was able to load the file, too (ToTPP Release 0.14.2, Win 10).
 
Well, I am running ToT at version 1.1, and the latest build of ToTPP on a specially created CIV2 folder.
My own saves of Imp2 load perfectly. For some reason this save file will not open for me.

All I get is:
