This mod is a must for people who want shine coastline cities. But I still want water tiles to have more hammers. This is the only and biggest drawback of coastal cities.

Yes I agree it need hammers. Reasonably early - with shipyard!

I am deciding between this mod and the other mod "Better Coastal Cities and Water Tiles": https://steamcommunity.com/sharedfiles/filedetails/?id=881541733, which provides +1 hammer for fishing boats with shipyard and +1 hammer for harbor being adjacent to City Center after the shipbuilding tech.

I agree this mod needs hammers early. Coastal cities shouldn't be penalized in terms of hammers. And in the real world, coastal cities are generally more developed than inland cities.
