Improvement Ideas: Move Troops from Borders Request

Ah, it seems that the problem is, the calculation, despite the function name of GetCityDistanceInEstimatedTurns, is actually only counting the number of hexes.

So it's not 4 turns of movement, but rather 4 hexes from the city, and thus because the troops are mostly in China's borders, you aren't getting the option. That explains it.

Well now that the problem is highlighted I'll look into a fix. :)
 
Every single one of the Chinese units on the Polish border are within 4 hexes of Graz.
 
Units within the AI's own borders only count as half.
 
I've identified and fixed a bug with the aggression posture calculation that may have been causing some issues - it wasn't updating properly for capitulated vassals, in particular, because it would simply skip the function rather than set the aggression posture to NONE as intended.

I want the next version to be as good as it can be :)

At least, it'll hopefully address some people's issues with AI diplomacy. More to come in the future.
