Removing troops from border requirement

In a old thread it said:
"Minimum of 3 visible combat units within 4 tiles of one of your cities, units within the AI's own borders count as half. Can't ask if you've given them Open Borders or you have a Declaration of Friendship/Defensive Pact."
Had it been changed? What should I do if I am actually preparing for a war but don't want to be warned by AI? All my units should stay 5 tiles away from their city center, or from their border?

Well I admit I don't know the exact mechanics going on here, but yes keep them far away. To be honest, I've had to just make the hard choice sometimes before I was fully ready and just say... You're right to be worried. Prepare to die.
