Ideas:
- You need a general for each army you have. You start the game with one general.
- Units you build can now be part of the city garrison or join any army within city borders.
- Army's strength is determined by the amount of units in army + general's level. (could add *better horses* *larger spears* *battle worn* *emperors guards* or any other buff-debuff)
- Generals have loyalty (can be bribed/rebel if loyalty is low, or a variety of reasons (ordered to attack rebels, bounty of spoils is too big and they declare their own empire, etc.) and personalities (aggressive, impatient, etc...)
- Battles are resolved automatically, same as now. You have some control of the battle before it begins by ordering how aggressive your general/army should approach it (all in, light skirmish, do not engage, leave decision to general, etc..)
- Scouts, specialized units and generals can be moved as separate units.
-Army's can have different formations, and generals can have eureka moments and discover new formations.
-Great generals increase all general's loyalty. It adds its personal guard and its special formation to the army. They can be moved in/out of any army at will.
-Armies are affected by the terrain they fight in and the amount of units they have. Higher level generals are better at managing bigger armies.

I've been playing since Civ 3, and although war has always been an integral part of the game, it has yet to feel as you are managing an empire just because I'm sending a puny unit to defend my whole city, whereas in history, empires were forged by armies and their generals decisions with it.
Id love to read what you guys think and add or remove ideas from the list.
