In Civ4, what exactly does WLTKD do? (we love the king day)

In Civ4, What exactly happens when one of my cities gets "We Love the **** Day"?

I have looked all over for the answer:
the F12 civlopedia
civfanatics.com

I even resorted to planitciv (gamespy).

Bonus question #1: what are the requirements for this to happen?

Welcome to CFC!

WLTK day means there are no maintenance costs for the city for that turn. The only condition I know of is that there can't be any unhappy citizens (those red-garbed guys you see at bottom right below the specialists in the city screen). Aside from that, it's random.
