In Game Text Does Not Load and is Blurred

All the in game text is blurred out and cannot be read when I play Civ 5. Is anyone else having this problem?

Here's what it looks like. Its even worse when theres a whole block of text and it all gets blocked out.

Is the text like that as soon as you open the game, or is it sometimes readable?

Yup, thats exactly what I saw. Happens every time I play the game except when I played it with directx 9.

What graphics card do you have? Looks like you're below the minimum specs, but would be good to confirm.

If you don't know what the specs are, please hit Ctrl+R, type in Dxdiag, enter, and then a menu will appear, with at the bottom right a button, which will allow you to save all this in a file. Do that and upload thefile here.
