Yes but there is some weird restriction that allows you to upload after 30 days + 30 posts but it's restricted to 70 pixels until 100 days +100 posts.

I read it when I first joined someplace but I can't find it now. But when I go to the edit avatar, it only allows me a 70x70 pixel one.
