Increasing Number of starting Civs for a map

In a nutshell is there way to modify the number of starting civilizations in par with the map size?

IE. small map it "defaults" to 4 (including yourself).. how do I make it so it will be 16 (ok .. 16 might be a little high .. but you get the idea)

Go into the Civ3Edit application, de-select "use default rules" under tools, then select "Edit rules" and pull up the World Size tab. There's an option there for max. number of players for each size map.

Once you save this, you can load it as a scenario and play with 16 civs on a tiny map if you want to.
 
I have played a tiny map with 16 civs. Very fun :)
 
*sigh* .. guess I should read the manual a little closer. And here I was ready to dig into the data file :-P

I know the checkbox your talking about but guess have never used it.

while this question is up here .... is there ANY way someone could increase the amount of civs above 16? or would firaxis have to do that? ... that would be cool but .... eh ...

Unfortunately, while this would be a cool idea, it can't be done, as there are only 16 civs available (unless you use the copy tool). We'll just have to wait until Firaxis make an expansion pack... and pray.
