I believe only LUA can be a solution to this, but can all technologies cost be modified based on how many civilizations I added? It seems to be a problem because once you go 12+ civilizations, your science output gets higher if your highest science civilization is suddenly jumping eras and eras and everybody is just mooching off behind his technologies for free science.
And this creates a problem relating to years and timeline, since normally a majority of a 12 civilizations would reach the classical era at a good time (700 B.C. and such), but a 22 civilizations map would reach the classical era by 2000 B.C. which is bad if you're playing on Marathon and you're suddenly feeling the tech speed is now quick-paced instead of marathon-paced.
