Made up of men volunteering for the good pay, the education they receive (for their service to the country(eventually, probably)) and the honor and pride they bestow to themselves and their families. The same quality as normal divisions, except, you know, free.

So what happenes when my regular army, you know, is Volunteer-based? Since I have such a large population I can do that... right? Does that count? Um...
Also, they can't have as good quality as normal divisions, can they?... um... where do they get tanks/gunships/missiles/armor/IFV/Rockets/artillary? How... what? Can determination make up for the speed of a gunship, shells of artillery, and treads of a tank? Not hidy hidy but one on one fight? Like a thousand guys without tanks versus, say, a hundred tanks?

I am SO gonna play ball with that unit! You guys are so gonna hate yourselves for doing that to yourself! And not by cheating and copying it, either, just from stories I will write about Wacko Volunteers, their fists of steel, and how they are different from our volunteers.

In your army, you have lots of irregulars. The LIARS have Volunteers. Not necessarily the most apt term, but it's just a word for a free division per turn.
