Influence decay

So I have two city-state allies, Kabul and Jerusalem. Each turn my influence decays by -0.67, I opened Patronage and now my influence with Jerusalem decays by -0.5 but Kabul decays by -0.75. Why did Kabul go up? I have never been to war with any city-state, the only thing I ever did was trespass in Kabul early on but we've been allies for most of the game. Some more information, it is the Classical era on a huge marathon game.

I am aware of this. My question was why did the rate of decay go up Kabul when I opened Patronage? It should have gone down like it did for Jerusalem right?

Are you sure Kabul was at -0,75 before you opened patronage? Different City-State personalities have different decay rates.

Sorry if that's obvious, but it's the only thing I think you can be missing.
