Install/Extracting porblem

For some reason, whenever I install/extract something to the Civ4 folders, nothing happens. But when I install\extract it anywhere else, it works. Is there a reason why? Some option in the folder that I checked off, or something like that?

No, I don't see why it should't work. Here's a few Qs:

- What do you use to extract?
- What are you extracting?
- Where are you extracting it? Like, which Civ4 folders are you having problems with?

I use WinRAR-but I don't think it has to do with that, because I had the same problem with Fall from Heaven. It's all mods and scenarios that Im extracting. Useally I try to extract it to 'mods' or 'publicmaps', in the Vanilla and BtS folders.
