The normal mod folder is located at:
~/Library/Application Support/Sid Meier's Civilization VI/Mods
If you are looking to edit files yourself as a lot of PC users are right now, you'll need to go to the folder:
~/Library/Application Support/Steam/steamapps/common/Sid Meier's Civilization VI
There you will find the app bundle for the game. Mac apps are basically zip files. If you right click on the app you can select "Show Package Contents"
From here go into Contents->Assets->Base->Assets
Here you will find all the folders containing the lua scripts and xml files that people on PCs have been editing. You can make the same changes they make here.
