Instructions on how to get civs settling again?

Can someone explain to me how to do this?

Some civs aren't even settling a second city. Previously I had fixed this with Isau's expansionist mod, but the problem is back.

Is there a file I can just open and edit?

This really breaks the game for me.

So far I don't have this issue on my autoplays, do you have previous AI mods activated ?

Just the 'everyone is an expansionist' mod.

I've only run one game so far - tsl giant earth no barbs. Almost 500 turns now.

I was thinking it would take a couple of days even for 1 playtest. But I guess I could switch to standard speed and cheat the map after 50 turns to see who is doing what.

Japan is a one city civ too. Australia has two. Coincidence?

Settling definately slower. England usually has 3 or 4, Japan 5 or 6, and Australia 5 or 6, by now.
