Insurgencies?

We've been given a few new, and I think exciting, bits of information about so-called "city-states" by E3 journalists.

City states seem to play the same role that smaller countries like Nicaragua, Afghanistan, and Vietnam played during the Cold War and the waning years of the Colonial era.

In fact, some reports indicate that we can even establish "puppet governments" in these city states.

I think that these city states can create an exciting new mechanic, insurgencies.

If you establish a puppet government, naturally there will be insurgents, or better yet, if a hostile power gives support to anti-government forces, there could arise insurgents.

I suggest this mechanic:

If you have a puppet government, insurgents will spawn in random hexes and either attack the city or attack occupying forces around the city. After defeating a large enough amount of insurgents, the insurgency will be "squashed", and the puppet government will be mostly stable.

Given 1UPT, I think this is the best way to create an insurgency mechanic because 1UPT is obviously designed to model conventional warfare.

Your thoughts?
 
It seems like you can install a puppet government in any city you conquer, not just a city-state.

Rebellions are neat ideas, but if anything I think trying to raze the city or annex it (your only other options) would be more likely to trigger insurgents than installing a local puppet.
 
yeah, after I posted that I was thinking, "Wait, this should happen in any occupied territory anywhere".

Maybe there can be an option where you donate money to anti-government forces in in a city state, and the more money they receive the more insurgents that spawn; also, if the anti-government forces prevail they will establish a government that is essentially under your control.
 
Isn't 'city flipping' out completely?
 
Don't know. Probably. [Though city flipping isn't needed to have rebellion mechanics.]

We don't really know much about how culture is going to interact along borders.

One way would be that it doesn't, and more culture output just flips tiles, so faction A that produces culture faster will gradually encroach on faction B.

Another way would be to have two layers; unclaimed tiles and claimed tiles, and claimed tiles are much harder to acquire than unclaimed tiles.

There was a comment about the "cost" of acquiring particular tiles, implying that tiles that are in enemy culture (or closer to their city?) might cost more somehow.
 
i think it would be cool if they were treated as a barbarian attack or something.

it sucked after you got the map covered you basically had nothing to worry about besides bigger civs.

That would make the most sense because Firaxis has indicated that a newly conquered city would have use of all its previous tiles.

So Germany takes Paris... it gains all of Paris tiles to use, even though the Culture on those Tiles is still all French.... this leads to those tiles generating rebel units... until the German culture is greater than non German culture on those tiles.
Unhappiness could also lead to rebel units being generated.
 
Its been said that when razing it takes X amount of turns until the city is razed. X=the cities size. So if the city is size 12 population, it will take 12 turns. If during these 12 turns, "insurgents" randomly appear, like the poster mentions, to try and "reclaim" the city before its destroyed, that would be sweet.

Also if it takes X amount of turns until the city is out of anarchy if you capture it, or turn it into a puppet government, and this same thing happens, that being spawns of insurgents trying to take back the city, would also be cool, imo.

All of these would have the effect of 1) If you capture, destroy, or form a Puppet, you need to be sure you have a sizeable force, like the one you started with, and not just 2 units that made it, or you'll lose the city back to its countrymen. 2)It would add another layer to combat (perhaps spawning would be randomer, in that it may only happen in larger cities a certain % of the time) 3)This also could apply to your cities as well, so if your down and out, but then 3 units spawn, it may give you that last chance to turn things around, and build up a small force to turn the tide.
 
I think the most realistic insurgent mechanic would be one where you control the city already and have to take over the countryside. There are already no garrison units in cities for CiV, and in historical insurgencies (vietnam, afghanistan, Iraq, etc.), occupying forces typically control cities but do not control the countryside.
