wouldn't claim to know much about game mechanics but ı have seen it a couple of times that a single worker walked across my whole territory to build a road or start irrigation so that an AI town could get water or resources . ı think a few times they even build roads on resources ı had intentionally pillaged to build cheaper units to upgrade at half price later on . When there is no war AI even helps the player , by providing road links or tradeable stuff .
 
I've had foreign workers work my land, lots..... I just let them. I've even had a worker build a long road through my territory just to build a colony.
 
It's so nice when the AI does that for you. I always appreciate it.

I've occasionally reciprocated and built a road in AI territory, too, usually for the sake of trade connections. They aren't always as appreciative. But they rarely demand that I leave.
 
I guess I'll show my own instance of this. It was immediately after a war that they started, so it looked like they were trying to make amends. :lol:

That's because you're looking at the Diplo screen as the Aztecs, not the Romans.

EDIT: Sorry, I didn't notice the Zulus weren't even present on your screen. You must have just traded for world maps?

You might see them next turn.
 
But he's not even close to Navigation, how could he have possibly traded World Maps?
 
Maybe he stole them through espionage or he changed the rules to be like vanilla Civ3 where maps can be traded with Map Making

Yeah, I've put map trading back to Map Making in my games. It's pretty much pointless to wait for Navigation, or it can be frustrating. Either way, if he has a Harbor, I'm sure he'll have the Zulus knocking on his door soon.

Only one of the trading partners needs to know Navigation. I checked what effect a harbor would have by reloading from 370 and building one. A harbor doesn't have any effect. I probably made a deal like this:

It surprised me most that no one had learned Printing Press before Navigation.
