It looks like it's just a multi-unit pack. You can find a bunch in a subforum in Units in the Creation and Customization forum.
 
Eldar hit the nail on the head with that about trading away your last resources/luxuries. It helped me keep up in tech in my Deity Zulu SS game. I'd consider it an advanced tactic, since it takes care to do right... but it's definitely a worthwhile idea!
 
Shouldn't Kamchatka be much smaller? I mean, c'mon, it's in a place where a lot of people wouldn't go to live.
 
Yeah, really, I suck at this game, and even though my technology is late, it's still better than the Romans.
If you're interested in getting better, I would suggest playing against the regular amount of opponants on regular maps. That way you will learn better how to claim and utilize territory.
Also, if you're playing against just 1 opponant, you're missing out on a whole lot of trade and diplomacy options - no military alliances, no mutual protection pacts, and not much left of the interesting trade mechanisms in this game.
