Invisible tribes in map edit

placed some tribes, saved. Started a game, somehow starting locations got random, opened map edit again, i see empty spots where should be tribes, i want to place there again and i can't when i place nearby i get message 'cities cannot be placed adjacent to one another', note there's no tribes on map at all, i assume tribes got invisible some kind of a bug, forced to relocate starting positions at least two tiles away from it. How do i fix this?

oh never mind i figured it out, started map for a game saved game and loaded that saved game in map edit, those spots are available again.. geez
