The transition will take place during a peace because nations like Khitan or the USSR will be SCREWED over by the economic system because of their large armies.

I really hope there's a way to convert the armies into infrastructure before we start... :please:

Armies, WMDs, navies, etc, can be adjusted to the nation's whim after Update 0. After that, the game follows the "one army, one navy, etc." decom rule. Armies, navies, and WMDs can be sold to "me" for half price at the start of the game as well which is good for nations like Khitan, who'll have a $100+ in the bank on Update 1.

Edit: I'm going to also make it so for every territory you "give up" before the game starts, you get one free factory so players can choose between large, sprawingly empires or small, economic powerhouses. That should free up some space between now and the next +10 updates of IOT Rev.

It's pretty much complete, and I could host it now if I had too.

The only thing is that the rules are very poorly described(and there's still talk of LPs in there :mischief:). I'm going to refine it a bit, then start a full on test.

EDIT: I also blacked out most of the interior part of Africa and some of North America.

Any idea on how I shall balance the costs of nuclear weapons to chemical weapons? In RIOT, I think the costs are too close but that isn't the problem. I think the main issue is that the chemical program takes only 35 LP to start but for an extra 10 LP investment, it's possible to get nuclear weapons! Biological weapons were only 55 LP.

So, I was thinking that maybe the first tier of chemical weapons should cost HALF as much as the program for nuclear weapons while nuclear weapons are half as much as bioweapons and overall, increase the costs of all the programs to compensate the fact that money in RIOT II will come by easier than LPs in RIOT.
 
Here is the nuclear WMD tree.

Program Minimum Cost: $140 for first tier. $280 for second. $560 for third.

First Tier: Atomic bombs. These weapons destroy half the infrastructure of the territory they're used again and destroy 2 armies of the target's defender pool. To use defensively, just PM me and tell me. 10% chance of creating fallout cloud Costs $12 each and $2 per turn to maintain.

Second Tier: Thermonuclear Bombs: These weapons destroy all infrastructure in the target territory as well as a trade centers and destroys 4 armies of the target's defender pool. 30% chance of creating fallout cloud Costs $18 each and $2 per turn to maintain

Third Tier. Cobalt Bomb. This weapon destroys all infrastructure in target territory, half the infrastructure in all adjacent territories, all trade centers within radius, destroys 8 armies of the target's defender pool, and there's a 50% chance of creating a fallout cloud in the territory and in adjacent territories. Costs $120 and $3 per turn to maintain

Note: Fallout clouds prevents infrastructure from being built in the territory for three turns. After three turns, the cloud will move randomly to an adjacent territory, leaving the current territory. Fallout causes $2 in economic damage per turn in a territory. Fallout can be "scrubbed" with for $150 dollars.

Ah, I was thinking nobody cared about IOTC anymore! :p

Anyways, the rules are finished, and I just need to run the full on test. I'd hope to see IOTC up by March, at least.

EDIT: It's turn 2. I added the 3 claims for each nation, but that's it.

Mine came out different shades of brown and grey, which kind of paint program did you use?
 
you all are jut effing with me right? Red's brown, Green's Grey, and Yellow's Orange, no one else got this from trying to color it?
