-Want to be a good guy? Send humanitarian aid to a war-torn or disaster-torn region. Want to be a bad guy? Give weapons to rebels and watch the sparks fly.

According to the '72/'73 map, Khitan had the Sinai.

I don't see what's wrong the amount of territories in Africa if the ruleset doesn't give having more territories any tangible benefit beyond having more territories.
