Having difficulty with a map. This would be very "soft" in terms of mechanics, with the two things tracked being money and supporters.You'd establish yourself as an organization (political party?) - or a member of an existing organization - and play as the head (or, if joining an existing organization, whatever the head allows) of said organization. From here, you'd run for office, or set about building a power base - either is viable. Schools, businesses, religious organizations, and other programs can be established or supported to extend your power, and influence the population for - or against - you. Laws and penalties are established by the mayor and city council, though players may violate them, at the risk of being caught (though, again, ofc, the police may be bribeable, depending upon relations). Given the state of the city and it's controllers, you might range from a 3rd-world mafia-ridden hellhole to an Orwellian police state up through a tightly-controlled, well mannered RL city. Of course, for added fun, you would be able to split political parties along opposition, if multiple players in a single organization had a falling out...
