Theoretically, Austria could be used as a sort of Spice Islanders civ without the luxuries, as diplo-married CS's can't be razed. Annex a city-state on another continent, gain control of its army, maybe make a few more units in the city, and attack whoever's nearest to it...

It's Ryukyu, from Rising Sun None of the Firaxis civs earn a GS upon discovering Optics. Venice earns a Merchant of Venice at Optics, which might be what you were thinking of.

Austria is sick, their only real downside is that they tend to annoy other civs competing for city-state favour, but if you annex enough city-states they'll be too big to stop you anyway...

False. Diplo-married cities count as if you founded them with a settler, thus they can be razed by anyone except Austria.

The trade-off is that you don't need a courthouse and the city goes through 0 turns of revolt. Your "annex on another continent" strategy is still entirely viable.
