is it possible to Ally in civ5?

My brother and I were playing civ5 (multiplayer online) last night and could not find any way to ally with eachother.

Is it possible in civ5 to ally with the ai or another human player? And if so how?

You can sign a Declaration of Friendship with an AI player, which is similar to an alliance. I'm not sure if you can with a human or not.

Also, the VEM mod changes the way Declarations of Friendship work and are referred to as alliances.

Choose the same Team at the setup screen before launching the game.

Multiplayer does not permit the signing of DoFs, which is quite a shame, since it would add so much flavour to my Hotseat games.
