Is ModBuddy or Steam causing this problem?

After a few crashes and false starts, I finally managed to build an updated version of a mod which I'd written before the Fall Patch. Unfortunately, the "Upload to Steam Workshop" tool won't let me update existing mods; it doesn't even list them. Trying to upload my mod as a new one is even worse, since that makes ModBuddy crash... Is anyone else having similar trouble lately? I can't figure out whether ModBuddy or Steam is causing it.

The only time I've had similar issues, was when Steam was doing a client update every other day at one point. Don't recall ModBuddy crashing though.

Since the Fail Patch, I've noticed that mods can be a bit inconsistent when reloading a game, but other than that, it's been ok for me.
