is Scipture (religious belief) working as intended?

Either this thing is broken or the religious pressure from cities is really low. I wrapped up a game last night wherein my capital never converted my first expansion city sitting just four tiles away. I founded and expanded my religion early and hit Printing Press in the mid game, and this city never converted to my religion. All attempts by the AI to convert my empire came from the opposite direction of this city, so it was never influenced by their attempts to spread or their losses in theological combat.
 
My hypothesis is that religious pressure from cities is really low, and that the only way to see an actual impact is if the city you want to convert is surrounded by *multiple* cities of that religion. I didn't use scripture, but I saw this phenomenon generally. Maybe with scripture you don't need as many cities to convert, but you definitely need to have more than one.
 
Yeah. you really need quantity to compound it. I've used scripture a few times and it seemed to work better at resisting enemy intrusion than actually pushing out. I figure it's probably useful if you just want a religion for the bonuses, but don't care to spread it outside your borders.
 
If it's really as low as it appears to be, I'm going to have a hard time convincing myself it's worth taking over other options.
