Is TECH_PRINTING correctly placed in Early Renaissance Era? Or should it be placed by the late Medieval Era
Eurocentric: Early Renaissance

World (or Sinocentric): Did chinese really the first to develop Woodblock (or metalblock printing as well I think) and concepts of fonts (back then there were few, where Ming-era font (明朝体) Being the standard for printing materials, there did also calligraphic and priestly fonts made with wooden or metal prints as well.

And should this tech also be a prerequisite to Banking?

Apparently the first woodblock printing were earlier than even the Ming dynasty, around 220 A.D., though it was used for cloth not paper.
That being said the tech printing is obviously referring to the printing press, not to mention in unlocking the Forbidden City wonder being a nod to China's contributions toward printing, so I don't see the need to necessarily change it.

Researching a tech shouldn't be equated with the initial discovery of a technology. For example, there is a legend that during the American Civil War, there was an explosion so large that it caused some sort of projectile to enter the Earth's orbit. That shouldn't be what is meant when rocketry is researched (nor the V2 rocket for that matter).

Rather I feel like it represents the time when a technology proliferates into common usage. Another example, if you want to build a galley, you can't just base that on one lone wolf who built a boat. You have to have sailors, carpenters and so on, which implies the thing is in somewhat common use in your empire. So to me, sailing isn't about the first guy who ever sailed. It's about when sailing became sufficiently used in the polity such that you as the disembodied Civ spirit could say "I'm going to organize this sailing effort."

Here, there is some truth to the fact that the printing press was in common use in China before in Europe. But couldn't China have just "rushed" the tech?
