Is the Heroic Epic really working?

Through all my games in Civ III (and I have played for a while), Leaders appears to be rarer _after_ building the Heroic Epic.

I know the odds should be 1/12 instead of 1/16 for an attack vs a non-barbarian.

I play mostly militaristic, so I usually have lots of Elite candidates. Once, when loading the turn from autosave again, I got a leader almost immediately, even though I do play with "preserve random seed", which should make the outcome the same.

From others, I have heard also that the HE doesn't seem to give them any better odds.

What are your experience on this?
 
I can safely say I very rarely get a military leader after building the heroic epic. I always start building it as soon as I have 1 victorious army but I'm almost always stuck with the amount of leaders I had before the Heroic Epic. In my opinion Firaxis should either tweak the Heroic Epic or drop it.
 
I think it does work.

Usually it takes me about 1/2 the game ~ 30 elite battles to get a leader. After building the Epic, I usually get another 2 or 3 leaders after another 30 elite battles.

I don't always get more leaders, but I think the odds are definitely reduced.
 
Never thought about it. It is working. I've been here for almost a year now and never heard that it doesn't work.

You just need to kill more units ;)

I've wondered about this too. Nearly every game I build this small wonder and nearly every game I consider whether I've stunted my chances of getting a leader. By the time this wonder gets built there are far more troops out there, far more elites getting victories and I yet I don't seem to get more leaders. There is certainly no tangible rise in the frequency of leaders appearing. There have often been games where I just haven't bothered building it cos the influence it makes is so vague and questionable.
 
Never questioned it. The leader faucet has always tapped on after the HE for me.
 
Before the small wonder, it is a painful process to get a single leader. After the small wonder, there is a nice little stream of GL's/ =o)
 
I usually get a steady flow of leaders once I build the HE. Before hand it sometimes takes a while to get the first one. Once I build it though, sometimes they pop up quickly and frequently when I'm fighting a lot in one turn.
 
I allways have problems getting leader(s) they never seem to come :(

In my last game I wiped out an entire civ (8 or so city's, all with multiple defenders) with all elite "ancient cavs" from the SoZ. I had a barb camp north which i used to upgrade them from vets to elite :).
I did atleast 30 or so victorious battles, without the single leader :(

I am starting to think you cant get a leader from the "wonder units"?

I notice a marked increase in leaders after building HE

got three in one turn recently
 
HE works fine.

You may want to make sure you have no current leaders. You can have niether a military or a scientific leader.
 
To be honest, I never really noticed if this made much of an effect for me -- I'll build the HE for culture points anyway :)

Perhaps the odds aren't so significant because by the time you get it, you've already got a few armies and tend to attack more often with them and even fill the armies up with elite units?
 
I play the Germans now, and got 2 leaders before HE, and didn't seem to get one after until I reloaded and replayed a turn where the Preserve Random Seed were supposed to work. For me I usually am luckier before HE than after, but it's all random.

Is there any kind of rules regarding how many leaders you can get within a certain amount of time?
 
If u replay the battles(bombardment laso) in different order, results may vary even with Random seed on. Thats why why I found it useless. U may predict results and choose which unit to sacrifice if u have bad odds(speaking for save/loads recorded in SAV file).

As for HE, Its hard to say, bcs more of ppl(I guess) do like me - bulid HE with 2nd or 3rd leader which appears. In my games I find most hard to get first two leaders - for 1st army and for HE. After this, game is usually lots and lots easier. I DO think HE works.
 
I don't know about the HE when attacking with a militaristic civ but I know it helps with one that is not... I always have a lot more GLs appear after I build.... of course that is usually very late in the game for my for the 1st one usually goes to the FP and sometimes the second goes to relocating the palace to a more central location.... (I hate starting right on the coast if I'm not a seafairing civ) :(
