Is the Old/New world game set-up option broken?

I just started a game choosing Old (less hills and mountains) and while I don't see a lot of hills, I don't think I've ever seen so many mountains on a map. If I settle without moving (which I did), I've got 11 mountain hexes withing my capital's maximum reach.

The same happens to me since the last patch, although I haven't tried the new world, so I don't know if it's the same kind of map or if it's even hillier.
